In order to enhance ship survey administration, standardize ship survey services and ensure ship survey service quality，the Regulations of the People’s Republic of China on Ship Survey （hereinafter referred to as the Regulations） are formulated in accordance with the Maritime Traffic Safety Law of the People‘s Republic of China, the Regulations of the People‘s Republic of China Concerning the Administration of Traffic Safety on Inland Waters, the Regulations of the People‘s Republic of China on Ship and Offshore Installations Survey , as well as the relevant international conventions which China has concluded or acceded to.

This Order provides for the safe management and operation of vessels and pollution prevention by giving effect to Chapter IX of SOLAS which requires compliance with the ISM Code.

A resolution affirming that an approved safety management system should take into account cyber risk management in accordance with the objectives and functional requirements of the ISM Code. Administrations are encouraged to ensure that cyber risks are appropriately addressed in safety management systems no later than the first annual verification of the company's Document of Compliance after 1 January 2021; however this is not mandatory.
