The port Policy of china：

Article2 The port of the People's Republic of China, the main ports of the Yangtze River and all other ports open to the foreign ship, providing services such as ship in and out, berthing, passenger transportation, cargo handling, barging, storage and port security services by port operators and pilotage institution and collecting from shipowner, shipper or their agents, above situations are suitable for the measures.

The port charges between mainland ports and Hong Kong 、Macao、Taiwan shall be carried out in accordance with the relevant provisions of the present Measures concerning the import and export of goods and containers for international shipping vessels and foreign trade.

The charging fees for other ports shall be formulated in accordance with the pricing authority and the specific scope of application stipulated in the local pricing catalog and can be implemented in accordance with the relevant provisions of these Measures.

The charges for the ship's pilotage (shifting) of the Yangtze River will be stipulated separately.

Article 5 The shipowner, the shipper or his agent shall submit the written information of payers to the port operator, manager or pilot station no later than the date on which the ship arrives. If the import and export manifests and relevant information provided by the shipowner or his agent are incorrect or need to be changed, the port operator, manager or pilot organization shall be notified in writing before unloading or loading.

Article 14 Foreign trade import goods and containers stay at intermediate port and no longer proceed to destination port or other port by means of water transport for any reason, the port facility security fee shall be collected by the intermediate port; For any reason to stay in the intermediate port and do not go through the customs clearance procedures and continue to be transported to the original destination port or other ports, port facilities security fees shall be collected by the arrival port.

Except Dalian, Yingkou, Qinhuangdao, Tianjin, Yantai, Qingdao, Rizhao, Lianyungang, Shanghai, Ningbo, Xiamen, Shantou, Shenzhen, Guangzhou, Zhanjiang, Fangcheng, Haikou, Yangpu, Basuo, the pilot fee will plus the pilot surcharge, the maximum surcharge does not exceed 0.30 RMB per charge t.

Article 26 Where the berth ship aim to get alongside is more than 30 nautical miles from the nearest tug base, but less than or equal to 50 nautical miles, its tug fee can be charged at a rate of 110% of the base rate;The distance is more than 50 nautical miles, can be charged by 120%

Article 27 The tug fee is linked with the fuel price, the rate standard should be adjusted properly when the price of fuel increases sharply or the fall affects the larger change of the operation cost of the tug.

Article 46 The port operator provides water supply (sotres), oil supply (gas), power supply, garbage collection and treatment, and sewage and water receiving and handling services for the ship, and collect supply service fee to the shipowner or his agent .

Detailed calculation method:

1) Harbour dues/port dues

- loading or unloading 0.71*NRT

- Loading and unloading 0.71*NRT*2.

(2) Pilotage: 0.45*NRT*2 (in and out)

- The basic rate for the pilotage fee of Daewoo Shipyard, Haiyang Port Area, Yantai CIMC Raffles Shipyard, Longkou Port and Laizhou Port is 0.8. The night flight will be charged 45%, the holiday will be charged 45%, and the holiday night will be charged 90%; the pilotage fee will be 0.22XNRT.

-d. The last port is a domestic port. In the case of loading in Hong Kong, the non-concession is 30%, which is indicated on the fee notice.

(6) Quarantine Charge

(7) Ship quarantine charge (Ship quarantine Charge)

(8) Tally fee

For the cost of the groceries, the property of the goods must be implemented before the quotation, the nature of the packaging, the owner or the owner of the ship, the timber is the owner of the tally.

-b. Coil: RMB2.1/t

(9) Agency Fee (Agency Fee)

- Groceries: RMB3.17/t;

- Bulk cargo: 1-30,00000t: RMB1.24/t; 30,001-60000t: RMB1.04/t; 60,001-100000t: 0.85 RMB/t; more than 10,000t: RMB0.52/t

(10) Tonnage Dues

Before the quotation, the entrusting party will implement whether there is a valid t tax certificate on the ship. Whether the t tax certificate is valid before the ship leaves the port, if it expires, the fee should be added to the quotation.

The last port is a domestic port. It does not mean that there is an original tax certificate on board. Sometimes the rents of the two ports are different. The tax certificate issued by the previous port will not remain on board.

(11) Fresh Water Supply

-a. Water fee: RMB10/t

-b. Barge freight: RMB20/t in the port;anchorage: RMB30/t,outside anchorage:RMB40/t, starting from 100t, less than 100t in accordance with 100t, more than 100t by actual Tonnage calculation.

-c. Surcharge: 100% surcharge for freight charges for statutory holidays, plus a surcharge of 130% for night shifts from 18:00 to 22:00, and a surcharge of 150% for night shifts from 22:00 to 6:00.
