Notice Regarding Further Promoting Ships Using Shore Power at Port

The Maritime Safety Administration has issued the following work notice, to promote green development and expand the use of shore power for ships while at port. This contributes to the government’s efforts to combat pollution and strive for blue skies, as enshrined in Xi Jinping’s Thought on Chinese Socialism in the New Era and the spirit of the 19th Party Congress.
1. Unify Standards for Shore Power and Normalize Shore Power Facilities
(1) Strengthen coordination and convergence of standards.
Strengthen coordination among departments and within the industry, promote communication and cooperation among relevant industry associations, scientific research institutions and companies in transportation and energy to formulate and revise standards, and improve convergence among inter-industry standards and coordination with national and international standards. Promote joint formulation of a shore power standards system covering facility construction, equipment configuration, operations and handling, inspections and testing, and information exchange. Company standards, regional standards and group standards shall emphasize convergence with national and industry-level standards. Promote shore power facility usage that is standardized, stable and safe for ships.
(2) Improve key standards and specifications for the transportation industry.
Organize formulation and revision of technical specifications for shore power facilities and technical standards for ship-shore connections targeted at the special characteristics of shore power in inland rivers; Publish technical guidelines for constructing shore power facilities at piers along inland rivers, with a focus on improving standards of low-voltage and small-capacity shore power; Require newbuildings to install equipment to receive shore power and unify standards for shore-ship power connectors; Organize and prepare technical specifications for inspecting pier-based shore power facilities and clarify inspection processes and requirements; Revise technical regulations of shore power systems and strengthen compatibility assessments, technical status confirmations and the operational safety of shore power.
(3) Improve key standards and specifications for the energy industry.
Organize and prepare technical specifications for the ports’ shore power supply and distribution systems, and make requirements for the impact of connecting shore power to the grid and the quality of the power supply; Prepare technical specifications for port power supply systems and clarify the distribution capacity and power supply methods, and ensure reliable use of power for ships; Prepare technical specifications for operation of shore power, and unify communication protocols between shore power and ship systems, between shore power systems and operation platforms, and between platforms, thus realizing interconnection and interoperability of shore power applications.
(4) Strengthen publicity and training.
Take advantage of transportation- and power-related industry associations and research institutions to disseminate standards and specifications, and promote effective implementation of these. Relevant companies in the transportation and power industries shall strengthen training of personnel engaged in design, construction, operation and maintenance of shore power facilities and increase management and operational quality.
2. Accelerate Construction of Facilities and Promote Large-Scale Shore Power Development
(5) Strengthen convergence of overall planning.
Local departments in charge of development and reform and energy management shall strengthen convergence with port shore power layout plans, port master plans and regional shipping development plans when preparing the power plan. The State Grid Corporation, the China Southern Power Grid Corporation and other relevant power companies shall actively implement distribution network plans, accelerate power grid upgrades and modifications and construct grids for supporting shore power, and meet the power demands of ships using shore power at port.
(6) Strictly implement requirements for parallel installation of shore power facilities at new piers and ships.
Local departments in charge of development and reform and transportation shall supervise in the parallel design and installation of shore power facilities during the key phases of approval, design review and acceptance of projects involving the construction, reconstruction or expansion of piers, in accordance with the Law on the Prevention of Air Pollution and the Regulations on Port Infrastructure Construction Management, and other relevant standards and norms. Ship inspection agencies shall strictly implement statutory ship inspection rules and specifications, and require new ships to install power receiving facilities and related ancillary equipment in parallel.
(7) Actively promote modification of existing piers and ships for shore power facilities.
Local departments in charge of transportation shall supervise port enterprises in speeding up modification of existing piers to install shore power facilities. The projects included in the Port Shore Power Layout Plan shall be completed before the end of 2020, with a goal to have equipment to supply ships with shore power installed at over 50% of berths servicing containerships, ro-ro passenger ships, cruise ships, and 3,000 tons-plus passenger transports and 50% of specialized berths for 5,000 tons-plus dry cargo ships. Conduct surveys of power receiving facilities on ships and encourage existing ships to speed up modifications. Local departments in charge of transportation and power companies may sign cooperation agreements based on actual needs. Support port and shipping companies to strengthen cooperation with power companies and increase investment in constructing port shore power facilities.
(8) Promote construction of shore power facilities in key areas.
On the basis of pushing full coverage of shore power facilities in the Beijing-Hangzhou Canal Service Area, the State Grid Corporation shall continue to play a key role in promoting shore power facility construction at major ports along the Yangtze River trunk line. Deepen cooperation in shore power facility construction in the Three Gorges Dam area, and accelerate the construction and application of the Three Gorges Shore Power Development Experimental Zone. Full coverage of shore power for ports and anchorages in the main navigable waters of the Three Gorges shall be basically realized by the end of 2020. The China Southern Grid Corporation shall take advantage of its location to drive shore power facility construction at major ports and anchorages along the Pearl River trunk line, including ports in the Pearl River Delta and along the coast.
3. Improve Mechanisms for Power Supply and Sales, and Promote Sustainable Development of Shore Power
(9) Implement policies allowing companies that operate shore power facilities to sell power.
Local departments in charge of development and reform, energy and transportation departments shall speed up implementation of policies allowing port enterprises and other operators shore power facilities to charge ships for supplying electricity based on current prices; Refine relevant requirements and effectively handle issues arising when shore power operators, in particular port enterprises, are unable to collect power fees from ships.
(10) Promote reduced costs for using shore power.
Local departments in charge of development and reform shall speed up implementation of policies regarding industrial energy prices and free capacity (demand) fees for port shore power. Research and improve policies for shore power service fees and promote reasonable and standardized service fees collection, in accordance with national requirements on reducing costs and improving efficiency. Encourage shore power operators to implement discounts during the market incubation period.
(11) Support port enterprises participating in power marketization reforms. Local departments in charge of development and reform and energy, and local offices of the National Energy Administration, shall provide efficient services for port enterprises and other businesses in registering to sell power, and provide support and coordination for eligible port enterprises to participate in a national pilot reform to increase power distribution. Encourage port companies to participate in market-based power purchases.
4. Increase Support and Promote Normal Use of Shore Power
(12) Define requirements to using shore power.
Accelerate study and formulation of regulations for departments using shore power; Implement provisions in the Law on Prevention and Control of Atmospheric Pollution for ships to prioritize use of shore power while at port; Propose requirements for ships to prioritize use of shore power while at port. Requirements to use shore power shall be implemented in terms of phases, sub-regions and sub-types, with ship emission control zones first. All ships with equipment for ship-shore power (excluding cargo ships) shall be required to use shore power starting July 1, 2019. All cruise ships shall be required to use shore power starting January 1, 2021. All Chinese-flagged inland and ogean-going ships shall be required to use shore power starting January 1, 2022. Encourage port enterprises and shore power facility operators to sign shore power use agreements with shipping companies, and gradually increase the proportion of shore power use.
(13) Strengthen financial policy guidance.
Until market-based shore power operation mechanisms have been fully established, existing capital channels shall be used to establish a financial reward mechanism linked to the benefits of using shore power facilities. The mechanism will substitute subsidies with awards in promoting the construction and widespread use of shore power facilities. Local departments in charge of finance shall actively introduce local reward policies. Local departments in charge of transportation shall take full use of policy opportunities to accelerate construction of shore power facilities in ports and water service areas, as well as power receiving equipment on ships, and push wide-spread usage.
(14) Form mechanisms to optimize energy consumption statistics, assessment systems and power fees.
Optimize port energy statistics and related standards, including clarifying that port energy consumption does not include shore power. Local departments in charge of energy conservation shall encourage and support port enterprises in implementing shore power modifications and use when assigning and assessing “double control” targets of energy conservation for key power-consuming work units. Local departments in charge of development and reform and energy shall actively make investments into efficient assets of companies distributing power grids to drive the construction and modification of appropriate grids for supporting shore power. Reasonable operational costs shall be incorporated into power distribution permit costs.
(15) Encourage local support policies.
Local departments in charge of transportation, development and reform and energy shall actively push local governments to introduce support policies for shore power construction, operation, and use, and incentives to prioritize entry for ships using shore power. Simplify the approval process for port shore power projects and include such projects into the green channel of land use. Encourage port enterprises to implement incentives such as prioritized berthing for ships using shore power.
5. Improve Service Levels and Promote Shore Power Usage
(16) Support convenient and efficient services.
Power grid companies at all levels shall open a “green channel” for shore power services and establish shore power service mechanisms of early intervention, active service, efficient operation. Simplify procedures for examination and approval, speed up shore power generation capacity, and invest in REDline external power distributors. Assist port enterprises and coordinate relevant departments to accelerate construction of REDline substations and switches and meet the demand from ships using shore power.
(17) Achieve Unified Settlement in Key Areas.
The State Grid Corporation and the China Southern Power Grid Corporation shall establish a standardized and unified service platform for shore power operators. Create multi-channel service payment methods, focusing on creating a unified settlement system for the Beijing-Hangzhou Canal, the Yangtze River trunk line, the Pearl River trunk line and the Pearl River Delta in the first phase. Relevant data shall be shared among departments to improve the convenience of shore power application and user satisfaction. Power grid companies shall take advantage of “Internet+” marketing services to optimize shore power methods, enrich service content. Encourage internet companies to participate in operational service innovation.
(18) Strengthen technological progress.
High-voltage transformation technology for shore power remains complex, with operation of such power facilities inconvenient and unsafe at piers along inland rivers with large differences in water level. Construction and use of shore power at riverside anchorages is also highly difficult. In view of these issues, strengthen research and development of key technologies and new equipment; Increase the stability, safety and usability of shore power facilities; Promote the development of shore power equipment manufacturers and the sustainable and healthy development of a shore power industrial chain.
