Coronavirus: Updated Information of Global Port Regulations

Japan:
Japanese port authorities focus on whether crews have been to Wuhan recently. If there is sick crew on board (mainly with fever), captain must find out whether the crew member stay in Wuhan in the previous 14 days and whether he has contacted infected persons, and then report to the port quarantine bureau through agents.

South Korea:
From January 28, 2020, master of all ships sailing from or having berthed at Chinese ports shall produce the following documents to the quarantine personnel on board:
1) Health status form
2) Ship sanitation report
3) Sailing log
4) Crew and passenger list
5) Medical records
In addition, quarantine personnel will board the ship to measure the temperature of the people on board.
Any foreigner from Hubei Province is banned from entering South Korea. Korean residents will be quarantined for 14 days if they come from Hubei Province.

Russia:
By now, there are no rules restricting the entry of ships into ports in Russia.
- Ports allow crew members who did not contract the novel coronavirus to disembark for medical treatment;
- Port did not impose restrictions on the normal cargo operations, drydocking, crew change, supply, etc.

Thailand:
- Ships shall submit crew list, calling history and crew's temperature record to port authorities;
- If the ship or its crew or passengers have been to China within the past 14 days, or if the temperature of people on board exceeds 37.5 degrees Celsius, port medical personnel will board for inspection;
- Feverish crew can get medical treatment, and the ship will be quarantined for 14 days;
- If there is a suspected infection case on board, the patient can be sent to hospitals for isolation and treatment.

India:
All ships from Chinese ports, including Hong Kong, shall submit the health declaration form and necessary documents through agents before arrival. All crew / passenger details, including nationality, boarding date and place must be attached to the form.


Norway:

v Master shall notify relevant authorities of cases of illness indicative of an infectious disease or evidence of a public health risk on board, in accordance with the Norwegian IHR-Regulations

United Kingdom:

GENERAL

v Currently no restriction on Chinese vessels entering ports, however the local Port Health Authority must receive crew list, crew change information and a Maritime Declaration of Health in advance of arrival.

Lithuania:

PORT OF KLAIPEDA

France

v Check the 10 last ports is ISPS sent by Masters with prearrival documents.

v If vessels called China, then they request the attached Health Declaration which we systematically ask to Masters as part of the prearrival procedure

v If there is a case of crew with fever, then Harbour Master is contacting specialized medical Center who will instruct isolation measures to be taken. - If there is no case declared by Master, then vessel can berth normally ( the voyage duration from China being higher than 14days -the virus incubation time)

Ukraine

v Port of Pivdenniy (ex-Yuzhniy): Starting from 30/JAN/2020 additional safety precautions are taken in order to avoid risk of china virus 2019-nCoV. Sanitary authorites will check vessels, which called at ports of China or near China and than free pratique will be granted, if no sick persons, risks found. Otherwise vessel have to proceed at roads. In this case agent with sanitary authorities will visit vessel for inspection at roads, and than permission to call at port or other conclusion to be issued.

v All visitors from shore on board vessel should have and use disposable masks, gloves and shoes covers while on board. When disembark vessel such individual protection to be leaved on board and ships administration must to store it in place for hazardous waste.

v Removal of ship wastes will be possible after preliminary disinfection treatment only.

v The Gibraltar Health Authority has issued an Coronavirus Interim Port Protocol, and as a precautionary measure, the protocol prohibits the disembarkation of any person who has visited any of the coronavirus affected countries within the preceding 15 days.

v All ships are to provide the port health office in a timely manner information of ports of call of affected country/region as required by the maritime declaration of health for vessel to enter port.

v Ships Agents/Operators and the master of ship are further reminded of their legal obligations in accordance with International Health Regulations to notify the Port Health Medic (PHM) doctor on-call of any circumstances on board which are likely to cause the spread of infectious disease as per the Maritime Declaration of Health. The ship medical officer/master is to indicate to the PHM whether there are any persons who came from China within the last 14 days and whether they intend to disembark or embark such persons.

Kuwait

1. Restrictions on vessels whose previous port call was China

Port Authorities & PMO has advised us that only vessels coming directly or last port or transiting from CHINA, are requested to advise as follows:

v Masters are kindly requested to ensure and provide us a statement, that crew onboard are not having high temperature, sore throat, coughing or breathing difficulties.

v Vessel upon arrival will have to drop anchor at OPL (Out of Port limits) Anchorage. The PMO (Port Medical Officer) will come onboard for checking of the crew for any of the above-mentioned symptoms and clear the vessel for berthing and other operations.

v The vessel will not be allowed to have Shore leave, no disembarkation for off signers, no supply of Provision/Bond stores, or any other service will be provided, until the vessel is cleared by Quarantine (PMO) Authorities.

v No joining crew will be allowed as Kuwait Authorities has placed a ban on passengers entering the country from any Chinese city. All arriving passengers will be subjected to a detailed passport check on arrival and should it be discovered that the passenger visited/transited China during the last couple of weeks he will be denied entry into Kuwait.

v All arriving passengers will also be checked by thermal screening.

Cyprus

Limassol Anchorage

v Every vessel before arrival at Limassol anchorage must inform authorities if anyone from the crew/pax visited China or had contact with anyone from China.

v The Master must interview all crew members / persons on board and find out if anyone arrived from China or had contact with anyone from China. In such a case, the Master must complete and sign/ stamp the traveller’s questionnaire and send it to the agent in order to enter it in the PCS system.

v The medical authorities will then give us instructions how to handle this case.

Greece

Canary Islands, Las Palmas and Tenerife ports

Senegal

Other potential restrictions due to Coronavirus Only National Agency of Marine Affairs in charge of secondary ports of KAOLACK , SAINT LOUIS , ZIGUINCHOR indicated that for all vessels going to theses ports they MUST call Dakar port first for free pratique granting before going to secondary ports

Nigeria

Algeria

Sudan

GENERAL

v As per new regulations from port health department, any vessel arriving from any Chinese port, must be inspected by port health team upon arrival @ outer anchorage via port tug , for health green light to berth.

v Did any crew has contact with any Corona Virus infected persons

v Did any crew has any symptoms of cough, breathing issues, etc. and to obtain quarantine office acceptance.

South Africa

GENERAL

v To be completed by all travellers arriving from China and travellers arriving from other countries who have visited China in the past 14 days.

DURBAN PORT

1. Restrictions on vessels whose previous port call was China

v The vessels coming from China are obligated to declare their health status prior to them being accepted by the port. This is way before even pilot embarkation is planned. During that time the Master of the ship is obligated to declare any health issue as per international standard. Failure to that the Master of the vessel can be found responsible for none or false declaration and consequence management will be apply.

v We must also understand that ships are not like airplanes/flights, generally it takes more than 14days for the ship from China to arrive in SA ports. Normally ships are not coming directory from China although we do have a few.

v Declaration requires ships to declare 10 previous port of call and that is done for assurance purposes to make sure that we are covered to this risk. Masters are also required to declare any crew change that might have taken place.

TRANSNET PORT

v All foreign vessels entering the ports must receive free pratique (permission to enter port on assurance from the captain that the ship is free of contagious disease) by the port health department. Details of the last 10 ports of call will be recorded.

v A list of vessels calling from affected areas will be recorded.

v During the warning period, SA citizens including marine pilots must not consume food or liquids on vessels from high-risk areas.

v Should reports of infection be reported on board a vessel, it may dock but nobody will be permitted on board until port health has cleared the vessel.

v No crew are to be taken off a vessel without obtaining port health clearance.

v A thorough sweep for stowaways will be conducted and, if found, they must be examined and cleared by port health authorities.

v All waste from the vessels coming from affected areas will be incinerated and not accepted ashore.

v All yachts arriving in the country from all areas must be reported to SAPS and the port health department. The skipper is to be informed to ensure that he and his crew remain isolated on-board until cleared by port health.

v Marine pilots will use medical masks and gloves when receiving vessels from affected areas.

v Transnet National Ports Authority employees dealing with affected vessels have been provided with masks and gloves when going on board.

Israel

1. Restrictions on vessels whose previous port call was China

v Vessel who visited in China's ports in last 15 days before arriving to Israel cannot enter Israel

v Each vessel must sent report to Ministry of Health of Israel before her arrival to Israeli port , stating that all crew and passengers are healthy and that the vessel didn’t visit China in the last 15 days.

v The report must be approved by the Ministry of Health before her arrival to Israel. Without the approval, vessel cannot enter Israel.

Kuwait

v All ships visiting Kingdom of Bahrain waters must fill in the China Outbreak Health Declaration Card issued by Ministry of Health within 72 hours from date of the ships arrival and must be delivered to the Public Health Directorate.

v No shore leave for the crew in this case except for emergency.

2. Restrictions on crew changes etc for Chinese seafarers or those who embarked in China

v Seafarers or passengers must conduct Symptoms assessment and temperature screenings on board clinic.

Qatar

HAMAD

1. Restrictions on vessels whose previous port call was China

v All vessels calling here which are coming directly or having last port or transited through China to report any suspicious medical case on board before reaching the sea border of the port.

v Vessels to submit Declaration of Medical Health at least 48hs prior arriving at Hamad. This form shall be filled and submitted as part of pre-arrival questionnaire 72-48 and 24 hrs prior to vessels arrival. Please attach the following documents;

v Crew list with crew joining date and place

MESAIEED

1. Restrictions on vessels whose previous port call was China

v Any vessel which has visited a Chinese port in the last thirty (30) days and at least three (3) days prior to arrival, shall submit the CORONAVIRUS DECLARATION, together with the Marine Declaration of Health and Pre-arrival questionnaire.

v The following special conditions will apply to vessels who have answered yes to any of the questions in the declaration:

- Disembarking of crew will be prohibited during vessel stay in Mesaieed Port Limits - Port and Shore personnel are not allowed to embark/attend the vessel until the Health Department clears the vessel.

v Vessels that have answered yes to any of the questions in the declaration will be:

- Disembarking of crew will be prohibited during vessel stay in Ras Laffan port limits

- Port and shore personnel are not allowed to embark/attend the vessel until the Health Department clears the vessel.

Jebel Dhanna Ruwais, Das Zirku Island & Mubarazz

1. Restrictions on vessels whose previous port call was China

v In addition, referring to the Federal Transport Authority – Land & Marine issued Circular No. (1) dated 30th Jan 2020, any vessel with history of visit to China in the last 30 days must provide the following statement issued by the Ships’/Vessels’ Master to Petroleum Ports Authority (PPA) at least three days prior arrival: “All crew members on board are free from any symptoms that include high fever, sore throat, persistent coughing and breathing difficulties and other symptoms that may indicate infection with the new Coronavirus”"

v Following personnel with the history of visit originating/transiting from Chinese ports and other 2019-nCoV affected cities/ports where travel is restricted as identified by the respective government of the country within past 14 days will constitute “identified personnel at risk”

1) seafarers/ crew of the Marine Vessels who joined/ resumed duties in the Vessel during crew change out of UAE 

2) seafarers/ crew of the Marine Vessels, relevant ADNOC Group and its Contractor Employees who arrived in UAE & resumed work duties 

3) all others (includes visitors) who fall sick with the following suspected signs & symptoms – - Cough - Shortness of Breath - Fever - Sore Throat - Headache 

4) seafarers/ crew of the Marine Vessels, relevant ADNOC Group and its Contractor Employees and all others (includes visitors) who were in contact with suspected/confirmed case of 2019 – nCoV infection within the past 14 days of resuming work duties In case, a suspected/confirmed 2019 – nCoV case is established as determined by the local health authorities’ licensed hospital / clinic the entire ship’s crew or other identified personnel shall be sent for further health screening and quarantine measures as necessary/applicable.

v All Vessels shall ensure the check of crew health condition (for the signs/symptoms – Fever, Cough, Sore Throat, Headache, Shortness of Breath) by an authorized person and submit Maritime Declaration of Health” as per WHO guidelines along with list of any “identified personnel at risk” at least 72 hours prior arrival to Petroleum Ports Authority (PPA).

v If the Marine Vessel has “identified personnel at risk”, the Petroleum Ports Authority shall inform nearest local health authorities’ licensed hospital / clinic (includes ADNOC Site Clinics / Contractor Clinics) and relevant internal stakeholders. Further, Ships’/Vessels’ Master will be requested to submit;

-  Number, and passport details of the suspected case(s)

-  History of the illness / body temperature records/ signs and symptoms record developing onboard.

-  Other queries as may be required by nearest local health authorities licensed hospital / clinic

v Identified personnel at risk Seafarer/Crew may be granted to disembark in consultation with CICPA, Abu Dhabi Police & the local health authorities’ licensed hospital / clinic (includes ADNOC Site Clinics / Contractor Clinics) before allowing the ship to come alongside.

v The above “identified personnel at risk” will have to undergo health screening/ check at the nearest local health authorities Licensed hospital / clinic (includes ADNOC Site Clinics / Contractor Clinics) - for instance in Abu Dhabi as per DoH Abu Dhabi “2019 – nCoV Case definition” and managed accordingly.

Djibouti

If all passengers exceed 14 days since being in China (excluding Hong Kong and Macau) and are symptom free, the vessel will be permitted to enter the United States to conduct normal operations.

v Non-passenger commercial vessels that have been to China (excluding Hong Kong and Macau) or embarked crew members who have been in China (excluding Hong Kong and Macau) within the last 14 days, with no sick crew members, will be permitted to enter the U.S. and conduct normal operations, with restrictions. Crew members on these vessels will be required under COTP authority to remain aboard the vessel except to conduct specific activities directly related to vessel cargo or provisioning operations.

v For vessels that called China within last 30 days, Medical Logbook is being required before issuing Radio Free Pratique. Further to that, MDH - Maritime Health Declaration - must be marked with ""YES"" in the item: Has ship/vessel visited an affected area identified by the World Health Organization

v In case of suspicion of 2019-nCoV on the vessel, “Radio Free Pratique” will not be granted, the issuance of Free Practice will happen after health inspection carried out on board (Specific berth/place of inspection will be determined by health authorities).

v No crew members will be allowed to leave the vessel, as well as no port workers will be able to access the ship until the results of the tests are obtained. In symptoms confirmed, contingency plan will be activated, and crew member possibly removed to a hospital designed by Port Health.

v All port workers accessing vessels must use PPE (mask/gloves/etc), which cannot be re-used.

v All ship calling from Chinese ports are to give temperature report by email for 2 days before arrival or as instructed by email by PHO. The temperature to be measured by ship designated medical officer with non touch thermometers in small batches only. If the mercury thermometer is used, to mention temperature taken in Axilla or Oral in your report. Necessary measures to be taken to sanitise mercury thermometers between measurements

v All newly joined crew to be monitored on board for 14 days

v If they develop any signs or symptoms of 2019 n-CoV virus they are to be isolated on board and contact the RMA or nearest port health authority

v Shore leaving passes should not be given to persons in the ships/cruises which are coming from China and also the persons in the ships/cruises which visited China before calling on Indian ports.

v Pilot will board the vessel with PPE's, on all vessels originating from China or Southeast Asia and also report, if any symptomatic patient is reported on the board

v For vessels coming from China with non-Chinese crew, such crew to be screened for symptoms and shore permit to be issued to crew members, who does not have any symptoms of sickness

v All crews ( Chinese, Filipino, Indian..) who intend to join/disembark to/from the vessel in Korea are allowed to enter Korea require a VISA. Transit passengers without a VISA for Chinese and foreigners from China will not be allowed.

Japan

1.Restrictions on vessels whose previous port call was China

v All vessels arriving from foreign port are requested to complete health questionnaire form and submit the same to quarantine office before ship's arrival

2.Restrictions on crew changes etc for Chinese seafarers or those who embarked in China

v From 1st February 2020, the following people are not permitted to enter Japan for the time being unless there are exceptional circumstances.

-Foreigners who have travelled to Hubei Province in the People's Republic of China within 14 days before arriving Japan.

-Foreigners who have Chinese passports issued by Hubei Province in the People's Republic of China.

Australia

All ports in Australia (local port authorities may have additional requirements over and above those outlined)

1.Restrictions on vessels whose previous port call was China

v For Commercial Vessels that departed mainland China prior to 1 February 2020

v Standard Biosecurity requirements and restrictions will apply. You must still identify any ill traveller or member of the crew as part of your pre-arrival report

v For Commercial Vessels that departed mainland China on or after 1 February 2020 and arrive within 14 days of last port being in mainland China

1) All crew will be restricted on-board while the vessel is berthed in Australia.

2) Crew are only able to disembark to conduct essential vessel functions and crew must wear personal protective equipment while performing these functions.

3) The restrictions above apply until 14 days has elapsed since the vessel or any person on board left mainland China.

v For Commercial Vessels with crew joining from mainland China

v Where a commercial vessel has crew joining the vessel and that crew have travelled to or transited through mainland China on or since 1 February 2020, all crew are to remain on board the vessel.

NEW SOUTH WALES PORTS

(Eden, Kembla, Newcastle Harbour, Sydney)

1.Restrictions on vessels whose previous port call was China

v Port Authority will delay pilotage services to ships that have transited directly from China, which have been at sea for less than the 14-day quarantine period.

2.Restrictions on crew changes etc for Chinese seafarers or those who embarked in China

v Masters of all ships due to arrive at our ports are required to declare their last 5 ports of call and confirm that they have no crew members showing symptoms of the novel coronavirus on-board

v Where novel coronavirus is evident, our employees will not be required to board the vessel

QUEENSLAND PORTS

(Gladstone, Townsville, Brisbane and Weipa )

1.Restrictions on vessels whose previous port call was China

v The ship must not enter a Queensland pilotage area until 14 days have elapsed since the ship's departure from mainland China.

v For all vessels are required to report to the Port VTS and REEF VTS for entering Queensland ports and taking on Reef Pilot

Information to be provide to VTS:

1) Report if any Crew Member or passenger has visited Hubei Province, China within the past 14 days.

2) Report if any Crew Member of passenger has visited China since 1 February 2020

3) Report if any Crew Member or passenger is showing any of the Novel Coronavirus symptoms

TASMANIA PORTS

1.Restrictions on vessels whose previous port call was China

v All ships departing China must have passed a 14 day period before they can berth at a Tasmanian Port. 24hours prior to the scheduled arrival time, Shipping Agents will be requested to provide info to TasPorts VTS:

v •All crew of vessels originating from China or any vessels where crew have come from or transited through China will be required to remain onboard the vessel when in port. Where a crew member is required to get off the ship as part of their duties they need to wea protective gear and limit their contact with port staff. At minimum protective gear should include a P2 mask, glasses and gloves.

New Zealand

1.Restrictions on vessels whose previous port call was China

v Cruise vessels with passengers who have joined within 14 days of being in mainland China asked for passengers to begin self-isolation while on board.

2.Restrictions on crew changes etc for Chinese seafarers or those who embarked in China

v Passengers from mainland China within 14 days will be managed as for airline passengers.

v Airline passengers: Implementing additional border measures to deny entry into New Zealand to people who have left or transited through mainland China from 2 February 2020, with the exception of:

v New Zealand citizens (including those from the three Countries of the Realm: Tokelau, Niue and the Cook Islands), permanent residents and their immediate family

3.Other potential restrictions due to Coronavirus

v The master of any ship is required to notify the local Medical Officer of Health through the pratique process if they suspect any person on board has a notifiable infectious disease. Masters must notify if there are any passengers or crew on board with symptoms of concern. Once pratique has been granted, the master must still notify the local Medical Officer of Health if any passengers or crew have symptoms of concern (as this may indicate the person has a notifiable disease). If vessels arrive in New Zealand from mainland China, for a voyage over 14 days, no additional action is required.
