At 3 p.m. on June 29, at the dock of Xinzhen Town, Lingshui Li Autonomous County, Hainan Province, a fire suddenly broke out in a fishing boat, with thick smoke rising from the scene. According to the video, several boats were on fire, with black smoke rising from time to time, and white smoke was also billowing from nearby boats.

6月29日15时，海南陵水黎族自治县新村镇码头附近，有渔船突发着火，现场浓烟滚滚。根据视频显示，多艘渔船燃起明火，不时冒出黑色浓烟，一旁的渔船还散发出白烟。

Following the fire outbreak, local fire departments and comprehensive law enforcement agencies responded swiftly, immediately organizing professional forces to rush to the scene for rescue operations. The boat service department of the nearby Nanwan Monkey Island Ecological Tourism Zone also urgently activated its rescue plan, directing rescue vessels equipped with professional firefighting equipment like high-pressure water cannons to provide support. At the scene, multi-department rescue personnel cooperated closely, approaching the fire points from different angles and using high-pressure water cannons to suppress the fierce blaze.

After approximately 40 minutes of intense firefighting efforts, the open flames were successfully extinguished. To ensure safety, rescue personnel conducted repeated inspections of the fire scene and only began withdrawing after confirming there was no risk of reignition. According to verification by reporters with relevant departments in Lingshui, no casualties resulted from this fire. The specific cause of the fire is currently under further investigation.

火灾发生后，当地消防部门和综合执法部门迅速响应，立即组织专业力量赶赴现场展开救援。而距离事发水域较近的南湾猴岛生态旅游区船务部也紧急启动救援预案，迅速指挥救援船舶携带高压水枪等专业灭火设备前往支援。在现场，多部门救援人员紧密配合，从不同角度靠近着火点，利用高压水枪对凶猛的火势进行压制。

经过大约 40 分钟的紧张扑救，明火被成功扑灭。为确保安全，救援人员对火灾现场进行了反复检查，在确认没有复燃风险后才陆续撤离。据记者向陵水相关部门核实，此次火灾未造成人员伤亡，目前事故的具体起火原因正在进一步调查中。

Recently, fishing boat fires have occurred frequently, especially in densely packed “Fisherfolks'Village” areas like Xincun Port. Once a vessel catches fire here, it easily spreads to other boats, causing a "spreading like wildfire" situation. “Fisherfolks'Village”(Yúpái) are a typical style of Tanka people's dwellings in Hainan. They are built by the Tanka people, combining the functions of traditional aquatic boat houses and stilt houses over water (also called "Tanka sheds"), to meet the production and living needs of the new era. They are also a modern residential style constructed by the Tanka to adapt to aquatic farming, integrating aquaculture, fishing, and living.

近期，渔船起火事件屡见不鲜，特别是像新村港这样“渔排”密集的地方，一旦船只起火，很容易波及其它船舶，造成“火烧连营”的情况。“渔排”是海南疍家民居的典型样式之一，是疍家人在延续传统水居船屋、临水吊脚屋（也叫“疍家棚”）功能的基础上，结合新时期生产和生活需要建造的，也是现代疍家人为了适应水上养殖而修建的集养殖、捕鱼和居住为一体的民居样式。

Fishing Boat Fire at Dianjian Wharf, Qiaogang Town, Yinhai District, Beihai, Guangxi

On May 6, 2025, a vessel docked at the Dianjian Wharf base in Qiaogang Town, Yinhai District, caught fire. The flames spread, causing 5 nearby vessels to catch fire successively. All the burning vessels were small boats under 10 meters. By 13:20, the open flames were extinguished. There were no casualties, and the cause of the accident is under further investigation.

广西北海银海区侨港镇电建码头渔船起火事故

2025 年 5 月 6 日，银海区侨港镇电建码头内靠岸基 1 艘船舶起火，火势蔓延导致附近 5 艘船舶相继着火，着火船舶均为 10 米以下小船。13 时 20 分，明火被扑灭，没有人员伤亡，事故原因正在进一步调查中。

On May 11, 2025, in Xiashan District, Zhanjiang, Guangdong, a fishing boat caught fire in the evening, igniting surrounding vessels and presenting a "spreading like wildfire" scenario. After firefighting efforts, the blaze was successfully brought under control around 20:20 the same day and completely extinguished by 22:40. A total of 8 vessels caught fire at the scene, all being temporarily moored township fishing-related boats. There were no casualties or trapped individuals.

2025 年 5 月 11 日，广东湛江霞山区，一艘渔船晚间起火并引燃周围船只，现场呈现“火烧连营”的状况。经扑救，当天 20 时 20 分许成功控制火势，22 时 40 分完全扑灭，现场起火船舶共 8 艘，均为临时停泊的涉渔乡镇船舶，无人员伤亡或被困。

On April 18th, a fire occurred on the "Zhenzhu Bay" (Pearl Bay) Tanka fishing village at Xincun Wharf, Lingshui, Hainan. Firefighters rushed to the scene immediately after receiving the alarm. Upon arrival, the fire was in a stage of intense combustion. It was learned that the burning materials included gauze, fishing nets, wooden items, and sheet metal sheds.

Xincun Port: A Fine Harbor Nurturing Pearls, Home to Tanka and Fishing Village

新村港：良港育珍珠 疍家伴渔排

Mentioning "Pearl Harbor" brings to mind the Japanese attack on the US port during WWII. However, on the eastern coast of Hainan, there is a port once known as the "Pearl Harbor" – Xincun Port in Lingshui Li Autonomous County.

Enclosed by a peninsula, Xincun Port experiences minimal wind and waves, making it a rare, excellent sheltered harbor. Combined with rapid water exchange in the lagoon bay, abundant plankton, warm local climate, clear water quality, and moderate seawater salinity, it is considered a world-class port for aquaculture. Pearls, the Tanka people, and the fishing rafts are all hallmarks of this port.

提到珍珠港，大家会想起二战时期日本偷袭美国的港口。而在海南东部，有一个港口曾被誉为珍珠港，那就是位于陵水黎族自治县的新村港。

因为被半岛所环抱，新村港内风浪极少，是难得的避风良港。加上潟湖海湾内水流交换迅速，浮游生物丰富，当地气候温暖水质清澈，海水含盐度适中，堪称是世界一流的养殖良港，珍珠、疍家、渔排，都是这个港口的名片。

Lingshui Li Autonomous County has a jurisdictional sea area of 1223 km². The sea area includes four bays: Xiangshui Bay, Lingshui Bay, Qingshui Bay, and Tufu Bay; islands like Fenjiezhou Island and the Nanwan Peninsula; and natural ports including Xincun Port, Li'an Port, Shuikou Port, Shanzhong Port, and Gangpo Port. The largest port among them is Xincun Port.

Lingshui County is located in the southeast of Hainan Island, characterized by a tropical maritime monsoon climate. It features abundant rainfall, mild temperatures, distinct wet and dry seasons, ample sunshine, and significant typhoon influence. The annual average temperature is 25.5°C. Monthly average temperatures are higher from May to August, exceeding 28°C on average, and relatively lower from December to February of the following year, generally below 22°C.

Xincun Port  is located southeast of Xincun Town, Lingshui County, Hainan Province. The port is 4 km long north-south and 6 km wide east-west, covering an area of 24 km². The port entrance is narrow while the inner harbor is wide, embraced by the Nanwan Peninsula on its eastern and western sides. The port enjoys calm waters and excellent shelter from wind, making it a uniquely advantageous natural harbor. Designated a National Grade-A Fishing Port by the Ministry of Agriculture in 1990, it is now classified as a Central Fishing Port and is one of the province's key fishing ports.

Water area: 36,000 m², Land area: 6,000 m². There are three wharves within Xincun Port, totaling 7 berths of various sizes, capable of accommodating vessels up to 300 tons. The port houses a shipyard with simple mechanical equipment, capable of building motorized sailboats under 100 tons, but lacks a slipway.

陵水黎族自治县拥有 1223km² 的责任海域面积。海域共有香水湾、陵水湾、清水湾和土福湾四个海湾；有分界洲岛和南湾半岛；天然港口有新村港、黎安港、水口港、山中港、港坡港、其中最大港口是新村港。

陵水县位于海南岛的东南部，属于热带海洋性季风气候，雨量充沛，气候温和，干湿季分明，日照充足，台风影响较大。年平均气温为 25.5℃，各月平均气温 5~8 月份较高，平均气温均达到 28℃ 以上，12 月至翌年 2 月份相对较低，均不到 22℃。

新村港  (Port of Xincun） 位于海南省陵水县新村镇的东南部，港内南北长4公里，东西宽6公里，面积24平方公里。新村港口窄内宽，东西两面有南湾半岛环抱，港内风平浪静，避风条件好，是一个得天独厚的天然良港，1990年被国家农业部定为国家一级渔港，现已被定为中心渔港，是该省重点渔港之一。

水域面积 3.6 万 m²，陆域面积 6000m²。新村港内有三个码头，共有 7 个大小泊位，最大靠泊 300 吨级船舶。港内设修船厂，有简单机械设备，可造 100 吨级以下机帆船，但未设船台。

Anchorages:

• South Xincun Port Anchorage:Located in the waters in front of the civilian wharf, suitable for small vessels, provides shelter from winds below Force 8.
• Inner Xincun Port Anchorage:Located in the broad waters north of Nanwan, suitable for small vessels and provides shelter from winds below Force 8. However, there are several reef ridges protruding southward on the northern side of the anchorage, and "downslope winds" can be fierce when a typhoon shifts southward, hence fewer vessels anchor here.
• Zaozi Port Anchorage: Located in Zaozi Port on the northern side of the inner harbor, it offers typhoon shelter, and merchant vessels often anchor here to take refuge.

Fishing boat fires not only threaten the lives and property of fishermen but also pose severe challenges to the ecology and cultural heritage of this sea area. Fishermen toil diligently upon the waves; their boats are their homes and the tools they have relied on for generations. However, fire is merciless. Once it breaks out, it can consume years of the fishermen's hard work in an instant.

Numerous electrical devices are on board, creating a significant electrical load. Aging electrical wiring, equipment malfunctions, or improper use can all lead to fires and other safety accidents. Vessels should be equipped with comprehensive firefighting equipment and devices, such as fire extinguishers, fire hydrants, and alarms. These should be regularly inspected and maintained to ensure timely and effective response in case of fire or other emergencies. Fishermen and crew members, please remember: safety must always come first. Every departure and every return to port should be a safe journey.

①新村港南锚地：位于民用码头

前方水域，可泊小型船舶，能避 8 级以下风力。

②新村内港锚地：位于南湾以北的广大水域，可泊小型船舶，能避 8 级以下风力，但锚地北侧有几处礁脉向南突出，台风回南时，“落山风”猛烈，所以锚地里泊船不多。

③灶仔港锚地：位于内港北侧的灶仔港内，可供船只避台风，商船多在此锚泊避风。

渔船火灾不仅威胁着渔民的生命与财产，更对这片海域的生态与文化传承构成严峻挑战。渔民们在波涛之上辛勤耕耘，渔船是他们的家园，是他们世世代代赖以为生的工具。然而，火灾无情，一旦爆发，便可能让渔民们数年的辛劳付诸一炬。
