In the early hours of April 26, 2026, a fire broke out on a bulk carrier berthed at Port of Newport. According to local fire authorities, the incident was reported at approximately 05:40. The vessel was carrying around 1,000 tons of scrap metal. Emergency services quickly deployed multiple pumping units, aerial platforms, and specialist teams, while drones were used to monitor hotspots and temperature distribution.

2026年4月26日凌晨,停泊在英国威尔士纽波特码头的一艘散货船发生火灾。根据当地消防部门通报,火情约在05:40被报告,船上载有约1000吨废金属。消防部门迅速调集多台抽水设备、高空作业平台及专业单位开展处置,并通过无人机监测火点与温度分布。

As of now, the exact cause of the fire has not been disclosed, and investigations are ongoing.

Scrap Metal Shipping: A Core Link in the Recycling Economy

The cargo involved—scrap metal—is a key raw material for the global steel industry. Typically sourced from end-of-life vehicles, construction structures, and industrial equipment, scrap is recycled and reprocessed in electric arc furnaces to produce new steel. This system plays a crucial role in reducing carbon emissions in the steel sector.

However, the challenge lies in its heterogeneous origins. Industry data shows that scrap metal often contains residual contaminants such as oil, plastics, rubber, and even sealed containers or chemical residues. Under pressure or heat during transport, these materials may ignite spontaneously or trigger localized explosions.

然而,问题恰恰出在“来源复杂”。多项行业资料显示,废金属在回收过程中往往难以完全去除附着物,例如油污、塑料、橡胶残留,甚至可能混入密闭容器或化学品。这些物质在运输过程中一旦受压、受热,可能发生自燃或引发局部爆燃。

For this reason, while scrap metal is not classified as a traditional hazardous cargo, it is widely regarded in shipping practice as a bulk commodity with uncertain risk characteristics.

也正因如此,废金属虽然不属于传统意义上的危险品,但在航运实践中,已被视为具有不确定风险的散货类型

 

Why Firefighting Cannot Be “Aggressive”

为什么“不能贸然灭火”?

The response approach at Newport—avoiding entry into the cargo hold and focusing on external cooling and continuous monitoring—was not incidental, but based on risk assessment.

此次纽波特港的处置方式:不进入货舱、以外部冷却和持续监测为主。这并非简单的操作选择,而是基于风险判断。

On one hand, the internal structure of scrap cargo is complex, with fire sources potentially buried deep within and accompanied by flammable gas accumulation. On the other hand, disturbing the cargo may introduce oxygen, increasing the risk of re-ignition or even explosive flare-ups.

一方面,废金属堆内部结构复杂,火点可能隐藏在深层,且伴随可燃气体积聚;另一方面,一旦翻动或扰动货堆,可能导致氧气进入,引发复燃甚至爆燃

As a result, international maritime practice generally favors a strategy of containment rather than aggressive extinguishing, using prolonged cooling and monitoring to gradually reduce risk.

因此,国际航运实践中通常采取“控制而非激进扑灭”的策略,通过长时间降温和监测逐步降低风险。

This also explains why firefighting operations extended into the following day: the priority is not simply to “put out” the fire, but to prevent reignition.

Following the incident, local regulators initiated an environmental impact assessment—far from a routine step.

  • Suitable for Handysize and Supramax vessels
  • Characteristics: short haul, fast turnaround, and higher freight volatility

However, risks are equally prominent:
