Italy’s port sector entered a nationwide 24-hour strike on 28 September. According to Italy’s Ministry of Infrastructure and Transport (MIT), the action was called by USB Mare e Porti and covers port operators, Port System Authorities (ADSPs), and companies operating under Italy’s national port labour agreements.
A nationwide strike does not necessarily mean that every port and every service stops simultaneously. Individual ports may apply different work stoppage schedules based on local shift arrangements, and participation levels can vary between terminals and employers. In Genoa, for example, strike implementation is linked to local shift patterns, meaning actual disruption periods may differ from port to port.
For bulk carriers and breakbulk vessels already at anchor, scheduled to berth, or planning cargo operations in Italy over the coming days, the immediate priorities are confirming terminal operations, checking whether berth windows have been revised, and understanding how quickly schedules are likely to recover once the strike ends.
For bulk and breakbulk vessels, any interruption to loading, discharging, cargo handling, or landside transfer activities can quickly push scheduled operations behind plan. Shipowners and local agents should therefore verify not only terminal activity but also the availability of pilotage, tug services, and other marine support functions.
For vessels scheduled to berth around 28 September, three questions deserve immediate attention:
This is particularly important for bulk carriers, where cargo operations, inspections, documentation, and departure arrangements are often closely linked. Delays in one stage can easily affect subsequent voyage commitments and ETAs.
Italy’s ports handle very different cargo mixes, meaning the impact of the strike may vary significantly depending on the vessel’s cargo and port of call.
Port of Ravenna is likely to be one of the most closely watched ports for bulk operators. Port statistics show that cargo throughput reached a record 28.1 million tonnes in 2025, with dry bulk and breakbulk cargoes among its core business segments. Grain, fertilizers, construction materials, and metal products could all be affected if labour participation is significant.
Port of Taranto is particularly relevant for steel, industrial raw materials, and project cargo movements. Vessels scheduled to load or discharge steel products, ores, or industrial cargoes around the strike period should confirm terminal-specific operating arrangements.
Port of Trieste handles a more diversified cargo mix, with liquid bulk accounting for a substantial share of throughput alongside general cargo and Ro-Ro traffic. Operators should assess disruption risks based on individual terminals and cargo sectors rather than treating Trieste as a conventional dry bulk port.
Port of Genoa is better known for container and general cargo activity, but steel products, heavy machinery, and project cargoes also move through the port. For breakbulk operators, the key issue may be the availability of terminal labour and berth schedules rather than the strike itself.
For vessels calling at other multi-purpose ports such as Port of Livorno, direct confirmation with local agents and terminal operators remains essential. The practical impact of a national strike ultimately depends on participation levels at individual terminals and work groups.
As a result, a 24-hour strike is unlikely to affect every bulk and breakbulk vessel in the same way. Voyage planning should be based on specific cargoes, terminals, and ports rather than assumptions of a complete nationwide shutdown.
Even after operations resume on 29 September, ports may require additional time to work through accumulated vessel queues and delayed cargo movements.
For vessels already waiting at anchor, berth windows, pilotage schedules, and tug allocations may need to be reassessed.
For vessels alongside, remaining cargo volumes, revised completion times, and updated sailing schedules should be confirmed before planning onward voyages.
For vessels still en route, updated ETAs and revised berth allocations should be obtained from local agents as early as possible.
A one-day strike does not necessarily translate into a one-day delay. If multiple berth windows are pushed back simultaneously, vessel queues and berth reallocation processes can continue to affect operations well after normal work resumes.
Owners with vessels already in the Mediterranean and bound for Italy may wish to review arrival schedules with local agents and terminals, particularly where onward commitments leave little room for additional waiting time.
For vessels calling at Italy around the strike period, priorities will vary depending on their operational status.
Vessels at anchor: confirm whether existing berth windows remain valid, obtain revised ETBs where necessary, and verify pilotage and tug availability.
Vessels alongside: confirm expected resumption of cargo operations, remaining cargo volumes, and revised completion and departure schedules before finalising onward voyage plans.
Vessels still at sea: obtain updated berth schedules from local agents and terminals. If revised berth availability no longer matches the original ETA, speed and voyage planning may need adjustment.
For cargoes such as grain, ores, steel products, clinker, fertilizers, heavy equipment, and project cargoes, cargo readiness should also be reconfirmed to avoid situations where vessels arrive before terminal operations have fully normalised.
Where delays could affect laycan commitments, laytime calculations, or demurrage exposure, updated operational timelines should be shared promptly with charterers and relevant counterparties.
The strike itself is scheduled to last only 24 hours, but the ultimate impact on shipping will depend less on the duration of the stoppage and more on participation levels, operational recovery speeds, and the volume of delayed vessels and cargoes that accumulate during the disruption.
For bulk and breakbulk operators with vessels calling Italy in the coming days, the most important developments to monitor are terminal operating status, berth schedule revisions, and the pace at which ports return to normal service after 29 September.
As the strike moves from announcement to execution, real-time port operational updates are likely to provide a much clearer picture of potential delays than pre-strike forecasts.
