Data shows that containers at Kaohsiung Port have a 7-day dwell time for imports, a 9-day dwell time for exports, and an 8-day dwell time for transshipment. In terms of congestion as measured by the number of ships waiting to berth, Kaohsiung Port's congestion in week 28 has edged out Singapore’s, with roughly 28% of container vessels on standby, compared to Singapore’s 22%, which was 26% and 23% the previous week.

To alleviate traffic congestion, Taiwan International Ports Corporation (TIPC) is building exclusive lanes for trucks and promoting the use of barges for container transfers between terminals by terminal operators.

To lessen the reliance on truck transport, TIPC has directed Evergreen Marine Corporation, the operator of Kaohsiung Port’s Terminal 7, to increase the number of containers transported by barge from Terminal 3 to Terminal 5. As of now, the barge transport sees about 20,000 containers being handled each month. Moreover, Kaohsiung municipalities are adopting artificial intelligence to control traffic signals.
