According to comprehensive reports from Indonesian media, in the early hours of February 3rd, a fishing vessel exploded while docking at Paotere Port in Makassar.

根据印尼主流媒体的综合报道,2月3日凌晨,望加锡帕奥泰雷港,一艘渔船在靠港过程中发生爆炸。

 

Reports indicate that moments before the explosion, a crew member started the ship's engine to obtain electricity for lighting.

有报道指出,在爆炸发生前片刻,有船员为获取照明电力而启动了船舶发动机。

 

Subsequently, flames appeared from the forward part of the hull, triggering an explosion that forced the entire crew to jump into the sea.

随后,火光从船体前部出现,并引发爆炸,迫使全体船员跳海。

 

The accident resulted in injuries to 8 people, with no fatalities.

事故造成8人受伤,无人死亡。

 

The injured included crew members and related workers, suffering from burns, fractures, and other injuries, all of whom are receiving treatment in hospital.

伤者包括船员及相关工作人员,受伤类型包括烧伤、骨折等,均在医院接受治疗。

 

A joint investigation by local port police and regional police has been launched, focusing on the engine system, fuel safety, and onboard operational procedures.

当地港口警察与地区警察的联合调查已启动,调查重点包括发动机系统、燃油安全及船上操作程序。

 

As of now, the authorities have not released a final investigation conclusion, and the specific cause of the explosion is still under investigation.

截至目前,官方尚未公布最终调查结论,具体爆炸原因仍在调查中。

What Caused the Explosion

是什么引发了爆炸

 

In traditional fishing ports like Paotere Port, fishing vessels commonly lack standardized shore power interfaces.

在帕奥泰雷港这样的传统渔港,渔船普遍缺乏标准化岸电接口。

 

After docking, if lighting, ventilation, or operation of small equipment is needed, it is common practice to rely on the ship's own engine to drive a generator for power supply.

船只靠岸后,如需照明、通风或操作小型设备,依赖自身发动机带动发电机供电是普遍做法。

 

This operation is so commonplace in the industry that its potential dangers are often overlooked.

这一操作在业内司空见惯,以至于其潜在危险性常被忽视。

 

Fishing vessels, especially those in traditional fishing ports, have long been caught in a triple bind:

The vessel types are small, yet their systems are complex.

Operations are frequent, but maintenance cycles are long.

Compared to large merchant ships, the energy systems of fishing vessels are more "flexible" but also more "fragile".

It's just that when an accident occurs within a port, people are more likely to overlook the long-term accumulation behind it.

The electrical systems of many small and medium-sized fishing vessels are not independent, stable units, but are closely tied to the vessel's main power and fuel systems. Furthermore, they may have undergone years of non-standard, partial modifications and repairs.

许多中小型渔船的电力系统并非独立、稳固的单元,而是与船舶的主动力、燃油等系统紧密捆绑,且可能历经多年非标准的局部改装与修补。

 

Every circuit modification made to accommodate new equipment, such as stronger lighting and refrigeration units, can inadvertently alter the original ship's safety design balance.

每一次为适应新设备(如更强的照明、冷藏装置)而进行的电路改动,都可能在不经意间改变原船的安全设计平衡。

 

Risk Shift From Open Sea to Enclosed Port Area

风险转换:从开放海域到封闭港区

 

A more critical risk shift occurs with the change in environment.

更关键的风险转变发生在环境变化之中。

 

When a vessel is sailing in the open sea, persistent sea breezes effectively disperse any fuel vapors that may leak in the engine room, and the open space dilutes the risk.

船舶在开放海域航行时,持续的海风能有效驱散机舱可能泄漏的油气,开放空间也稀释了风险。

 

However, when a vessel enters the relatively enclosed port area with slow air circulation, the environment is completely different.

然而,当船舶进入相对封闭、空气流通缓慢的港区内,环境已然截然不同。

 

If a leak occurs at this time due to aging fuel lines, loose connections, etc., fuel vapors can more easily accumulate in enclosed spaces like the engine room or hull compartments, reaching dangerous concentrations.

若此时因燃油管路老化、接口松动等原因发生泄漏,油气更容易在机舱、船舱等密闭空间内积聚,达到危险的浓度。

 

The accident vessel executed the routine operation of "starting the engine" precisely at a moment when the environmental risk had quietly increased, but everyone's operational habits and alertness remained in the relaxed state of "voyage ended."

事故船只正是在这种环境风险已悄然升高,但所有人的操作习惯和警觉性仍停留在"航行结束"松懈状态下的时刻,执行了"启动发动机"这一常规操作。

 

The electrical spark generated at the moment of ignition likely became the trigger that ignited the accumulated fuel vapors.

启动瞬间产生的电火花,很可能成为了点燃累积油气的引信。

 

Safety Blind Spot: The "Transition Zone" of Regulation and Awareness

安全盲区:监管与认知的“过渡地带

 

This accident highlights a typical blind spot in port safety management: the regulatory transition phase of "docked but not yet operational."

此次事故突显了港口安全管理中存在的一个典型盲区,即"已靠港、未作业"的监管过渡阶段。

 

In this phase, the vessel has switched from "voyage mode" to "berthing mode," but formal port loading/unloading operations and the accompanying intensive safety inspections have not yet begun.

在此阶段,船舶已从"航行模式"转换到"停泊模式",但正式的港口装卸作业及伴随的密集安全检查尚未开始。

 

Crew members may lower their vigilance due to being docked, and active supervision by port authorities often does not fully extend to this stage yet.

船员可能因靠岸而放松警惕,港口方的主动监管也往往尚未完全覆盖至此。

 

This is precisely the risk gap where the ship's self-sustaining systems are still operating, while systemic regulation is temporarily absent.

这个时间窗口,恰恰是船上自持系统仍在运行、而系统性监管又暂时缺位的风险空档。

 

Furthermore, fishing vessels, especially older or modified ones, have complex internal systems. Conventional port inspections often fail to uncover some hidden and potentially fatal hazards. These include, for example, aging pipelines in the engine compartment and damaged insulation on illegally connected wiring.

此外,对于渔船尤其是老旧或经过改装的渔船而言,其内部系统状态复杂,常规的港口安检往往难以触及发动机舱内部管线老化、私接线路绝缘破损等隐蔽且致命的隐患。

 

The real risks are always hidden and difficult to detect.
