The Customs Clearance Time for China’s Imports Has Been Nearly Halved Compared to Last Year

Data released by China’s General Administration of Customs on November 30 indicates that as of October 2018, the overall time needed for customs clearance of imports in China has been reduced to about 50 hours, which is nearly half of the same period of last year.
China is implementing a plan to reduce the overall customs clearance time from about 97 hours in 2017 to 48 hours by 2021. On the press briefing held in Beijing on November 30, the Port-of-Entry National Management Office Director Zhang Guangzhi said that this year’s import customs clearance time has dropped significantly and they will maintain this momentum and reduce it to 48 hours as scheduled.
According to the General Administration of Customs, the number of required inspection certificates for imports and exports in China has been reduced from 86 to 46, a one-third decrease compared to 2017. Except for four certificates that cannot be uploaded via the internet, all remaining 42 certificates can now be verified through the “single window” online portal, which is must more convenient for international trade companies.
Efforts to facilitate cross-border trade have already paid off. According to official statistics, China’s imports increased by 15.5% year-on-year in the first 10 months of this year, nearly double the export growth rate in the same period. According to a report released by the World Bank, the “cross-border trade” segment of the Chinese business environment has risen from 97 to the 65 spot in its global ranking.
However, compared with the exports, the customs clearance time of China’s imports is still relatively long. During the first China International Import Expo (CIIE), senior officials clearly stated that China’s customs clearance should be more convenient and systemic costs be reduced. In the future, more measures are expected to be unveiled by Chinese government to reduce barriers to imports.
