On the afternoon of January 5th, local time in Portugal, a fishing boat collided with a ferry on the Tagus River while picking up clams, resulting in two people injured and two missing. The National Maritime Authority (AMN) stated that all victims were fishermen, with two being rescued and sent to the hospital.

According to relevant reports, the ferry captain attempted to avoid the collision by issuing several sound alerts, but these were ignored by the fishing boat. After the accident, the captain was tested for alcohol, with “results showing a blood alcohol content of 0.0 grams per liter.”

Similarly, in the early hours of January 2nd, a cargo ship en route from Hamburg Port to Klaipeda Port in Lithuania, lost control due to engine failure and crashed into the lock of the Kiel Canal, a key waterway leading to Hamburg Port. The accident caused significant damage and forced some vessels to change their routes.

The impact left a large hole in the gate, 2 meters deep and 8 to 10 meters wide. Fortunately, there were no reports of injuries to crew members or personnel. After preliminary inspection by maritime authorities, it was believed that the lock would no longer be usable. However, following a thorough examination, the authorities announced that the gate could be operated briefly as long as the water level remained above normal.

In January, according to meteorological forecasts, the rainfall in the Yangtze River basin is significantly lower than the same period in previous years. The water level during the dry season has dropped, and the flow velocity and direction have changed. Additionally, seasonal cold waves, strong winds, rain, snow, and fog are more likely to occur, increasing the difficulty of ship maneuvering and the risks of grounding, sinking, and loss of control. During the Spring Festival and other key periods, the volume of passenger and cargo transportation on water has increased significantly, leading to higher ship traffic and a higher risk of collisions. In winter, crew members use a large amount of electricity and gas for heating on board, which can easily cause fires.

On January 15, 2023, a ship navigating in a certain area of the Yangtze River, due to the captain's fatigue and failure to ascertain the ship's position and surrounding environment, blindly steered and traveled outside the channel, eventually leading to grounding. During the subsequent beaching attempt, the ship capsized.

On January 15, 2022, a ship navigating in a certain area of the Yangtze River, while sailing in fog and failing to effectively look out and take appropriate emergency measures, collided with another ship also sailing in the fog, causing the former to sink and the latter to be damaged.

On January 12, 2022, a ship crossing in a certain area of the Yangtze River collided with another ship traveling normally downstream, resulting in a 150cm diameter dent and water ingress in the bow of the former, and the latter's ship and cargo sinking, with one person missing.

On January 7, 2022, a ship in a certain area of the Yangtze River caught fire due to aging electrical equipment in the living area, with the entire stern living area burned down.

On January 19, 2021, a ship docked at a certain port in the Yangtze River caught fire in the living area due to circuit corrosion and aging causing a short circuit. The accident resulted in the destruction of the ship's bridge, living area, and domestic sewage storage compartment, with significant property loss.

On January 24, 2020, a ship traveling downstream in a certain area of the Yangtze River, due to unfamiliarity with the navigation route and failure to adequately assess the navigation environment during the dry season, ultimately led to the ship grounding in the channel.

On January 24, 2019, a ship leaving a certain channel in the Yangtze River experienced a steering handle return spring breakage, preventing the rudder from returning to its normal position, and eventually grounded outside the channel.

On January 20, 2019, two ships docked in a certain port pool in the Yangtze River, affected by the tide, pressed against the dock below, causing both ships and their cargo to sink.

2022年1月15日,一艘轮船在长江某水域航行时,因冒雾航行,加之未有效瞭望、应急措施不当,与同样冒雾上行的另一艘轮船发生碰撞,导致前者沉没、后者受损。

2022年1月12日,一艘轮船上行至长江某水域横越时与正常下行的另一艘轮船发生碰撞事故,造成前者有一处直径约150cm的船艏球鼻艏凹陷破损进水,后者船、货沉没,1人失踪。

2022年1月7日,一艘轮船在长江某水域因生活区电力设备老化发生火灾,船艉生活区全部烧毁。

2021年1月19日,一艘轮船在长江某码头靠泊期间,因生活区部分电路腐蚀老化引发短路,船首二层甲板生活区起火。事故造成该船驾驶室、生活区、生活污水储存舱室烧毁,财产损失较大。

2020年1月24日,一艘轮船下行至长江某水域时,因对航路航法不熟悉,未对枯水期通航环境应作出充分评估,最终导致船舶在航道内搁浅。

2019年1月24日,一艘轮船驶出长江某航道时操舵手柄复位弹簧断裂,船舵无法回正,最终在航道外搁浅。

2019年1月20日,两艘轮船在长江某港池靠泊期间,受潮水影响,船舶压于码头下方,事故造成两艘船舶船、货沉没。

Accident prevention reminders:

January is a period prone to accidents in inland rivers and at sea. Crew members must remain vigilant and enhance prevention.

1.All vessels must strictly comply with regulations such as the Yangtze River Jiangsu Section Vessel Traffic Separation Scheme (2021) and the Special Provisions on Water Traffic Safety Management of the Yangtze River Main Channel, obey the on-site command of maritime authorities, and prohibit risky navigation and operations.

2.Vessels should strengthen risk prevention during the dry season, promptly collect safety information such as weather and water levels, and implement measures against cold waves, strong winds, snow, and ice early on. Gain advance knowledge of changes in the navigation channel and environment of the intended route, choose the correct navigation route, and prevent accidents such as grounding, running aground, and colliding with bridges.

3.While navigating, enhance lookout and make full use of equipment such as AIS, radar, and VHF to strengthen observation of the surrounding dynamics, verify the ship's position and course, anticipate risks in advance, and take corresponding measures. Always be aware of the surrounding environment and the movements of nearby vessels, and implement safety measures such as anchoring and lookout as required.

4.Strengthen the daily inspection and maintenance of key equipment such as steering gear, oil circuits, and electrical circuits, promptly eliminate various problems and hidden dangers, prevent fires caused by oil/electrical circuit damage, and prevent accidents caused by mechanical failures leading to loss of control.

5.Fully learn from the lessons of accidents and dangers, strengthen the daily education of relevant personnel's sense of responsibility, legal awareness, and safety awareness, and enhance the daily training of crew members' operational skills and safety awareness to prevent accidents and dangers caused by personnel violating regulations.

6.During the Spring Festival, arrange for a sufficient number of crew members who are familiar with the ship's condition to be on duty, strictly prohibit fatigue driving, strictly prohibit drinking and intoxication while on duty, and always wear life jackets before leaving the living area to work or move on the deck to prevent people from falling into the water.

事故防范提醒:

1月是内河及海上事故多发时期,船员务必提高警惕,需加强防范。

1、各船舶要严格遵守《长江江苏段船舶定线制规定(2021年)》《长江干线水上交通安全管理特别规定》等相关规定,服从海事部门现场指挥,严禁冒险航行、冒险作业。

2、各船舶要加强枯水期风险防范,及时收集气象、水位等安全信息,及早落实寒潮大风、雨雪冰冻等防抗措施。提前掌握拟经航段的航道、通航环境变化情况,正确选择航路,防止发生触礁、搁浅、触碰桥梁等事故。

3、航行时应加强瞭望,充分利用AIS、雷达、VHF等设备加强周围动态观察、核定自身船位与航向,提前判断风险并采取相应措施。时刻了解周围环境和附近船舶动态,按要求落实备锚瞭头等安全措施。

4、加强舵系、油电路等关键性设备日常检查和维护保养,及时消除各类问题隐患,防范船舶因油/电路破损引发火灾,防止船舶因机件故障导致失控、进而引发事故。

5、充分吸取事故险情教训,加强相关从业人员责任意识、法制意识、安全意识等日常教育,加强船员操作技能、安全意识等日常培训,防止人员违规作业引发事故险情。

6、春节期间要安排足够多且熟悉船况的船员值班,严禁疲劳驾驶,严禁值班饮酒酗酒,离开生活区在甲板活动或作业前务必穿戴好救生衣,谨防人员落水。
