According to Seatrade-Maritime, Brazilian ports have been operating at full capacity recently.
Since March 2025, 55% of ships have been delayed at major ports in Brazil, with containers staying for an average of more than 40 hours, especially at the Port of Santos, where the stay is as long as 10 days. This phenomenon also indirectly affects bulk carriers. Brazil is also the world's largest soybean producer and exporter, as well as China's largest soybean supplier. This situation directly affects key supply chains and commodity exports.

The Port of Santos is strategically located in the Santos Bay on the southeast coast of Brazil, bordering the southwest side of the Atlantic Ocean. It is the core logistics hub on the east coast of South America. It is also the outer port of Sao Paulo, the largest city in Brazil , the largest seaport in Brazil and even in South America, and the world's largest coffee export port. Santos is a free port in Brazil and an important maritime port in Brazil. It is located in the northeast of Sao Vicente Island in southeastern Brazil, more than 60 kilometers northwest of Sao Paulo. The sea route is 210 nautical miles northeast to Rio de Janeiro and 927 nautical miles to Salvador; 880 nautical miles southwest to Montevideo and 1010 nautical miles to Buenos Aires; and 3416 nautical miles east to Cape Town.

The Santos Port area stretches more than 10 kilometers from northwest to southeast of the island, with a main wharf line of more than 8 kilometers, including 4,070 meters of international general cargo wharf line and 1,512 meters of liquid cargo wharf line. The dry bulk cargo wharf line is 1,809 meters and the container wharf line is 510 meters. The front water depth is 7 meters in front of warehouses 1-12 from north to southeast of St. Vincent Island, 11 meters in front of warehouses 12A-22, 8 meters in front of warehouses 24-27, 11 meters in front of warehouses 29-37, 13 meters in front of warehouses 38-39, and 12 meters in the northwest of the "T" jetty terminal of Almoa. The front water depth of Sabao Wharf and Barnaby Island on the opposite bank is 10 meters. The container wharf and fertilizer trestle wharf on the east side of the port channel have a water depth of 13 meters.

In addition to being the largest soybean exporter to Brazil, China is also one of the largest exporters of copper concentrate to Peru. The Port of Santos has 58 terminals and 62 berths capable of handling a wide range of cargoes, including dry bulk, liquid bulk, bulk cargo, ro-ro, general cargo, containers, special cargo and project cargo. The port connects Santos to more than 600 other ports in 200 locations around the world. According to the Port of Santos' annual report, in 2023, the port handled 173 million tons of cargo and 5 million TEUs, consolidating its position as the largest port in South America.

The Port of Santos includes public and private terminals covering an area of more than 9.3 million square meters. The Port of Santos has the most advanced port facilities in Latin America, with a total length of 13 kilometers and a maximum water depth of 15 meters, which can accommodate ultra-large ships of 20,000 TEUs . The port area includes container terminals, dry bulk terminals (such as the TGG grain terminal), liquid terminals (handling oil and chemicals) and railway intermodal hubs. The " Santos Port Investment Plan " launched in 2024 is expected to invest 20 billion reais to expand terminals, waterways and railways, with the goal of achieving a throughput of 200 million tons by 2030 .

Free port status: Santos Port is one of the few "free ports" in Brazil, allowing duty-free storage, processing and re-export of goods, attracting international logistics companies to set up regional distribution centers. The export value of Santos Port accounts for 2/3 of the country's total, and the import value accounts for about 2/5 of the country's total. Its free port status directly serves Brazil's export-oriented economy.

Green Shipping Incentives: The Green Ship Tariff Reduction Program, which was officially implemented by the Santos Port Authority in October 2023, clearly stipulates that a 15% tariff reduction will be given to ships with an Environmental Ship Index (ESI) score of ≥ 71 points . The criteria for promoting green ship discounts are based on the score of the Environmental Ship Index (ESI), which scores ships from 0 to 100 points based on the system or fuel technology used by the ship to reduce the emission of ammonia oxides (NOX) and sulfur oxides (SOX) to exceed the prescribed regulatory limits . The discount range also includes coastal ships and passenger ships to encourage tourism and create jobs and income for coastal cities.

Port basic services : towing, pilotage ( compulsory pilotage ) , mooring, dinghy, medical care, supplies, fresh water supply, waste reception, ship repair, bunkering, multi-modal transport, on-board supplies, passage , captain procurement, crew change, loading and unloading of goods, port fee settlement, spare parts and other services. There are also shipyards and pilot stations.
Communication: There is no VTS station. Use VHFch11 to call the pilot station to report arrival at the port and drop anchor. This channel is also used when changing anchorages. The station is on duty 24 hours a day.

Green channel operation: Brazil's customs channels are divided into four levels, namely green, yellow, red and gray; after the importer registers in the foreign trade system, the customs clearance channel for imported goods is selected by the foreign trade system (Siscomex) based on a comprehensive analysis of its corresponding conditions and factors. For the transportation of bulk agricultural products, advance declaration can be made through the Siscomex system, or third-party cooperation such as the E-PORTS platform can be selected to optimize the customs clearance process.

Santos Port has a subtropical monsoon climate, with an average annual temperature of 27-28℃ and an annual precipitation of about 2,000 mm. The rainy season (October to March of the following year) may cause floods, affecting inland river transportation . The main channel of Santos Port is 13 meters deep, and some berths can be as deep as 15 meters . The high tide is about 1.3 meters, and the low tide is about 0.9 meters. It is a semi-diurnal tide, with two high and low tides per day.
The water depth of the anchorage ranges from 20 to 28 meters, and the bottom is mainly mud and sand. However, due to the large waves in the open sea, the ship may roll when anchored . The ship needs to fix the hatch cover and adjust the cable to prevent the ship from slipping or breaking.

Chinese shipowners have gained an advantage in the competition for dry bulk business at the Port of Santos . Chinese companies have obtained the STS11 terminal through a 25-year franchise . After integrating railway transportation, costs have been reduced by 15%. By 2026, the annual export capacity of 14 million tons of soybeans and corn will be formed, accounting for 18% of the agricultural product exports of the Port of Santos.
The Port of Santos has more than 40 bulk and general cargo terminals . The main export goods are coffee, sugar, meat products, cotton, cement, soybeans, etc., and the import goods are wheat, machinery and equipment, fuel, fertilizers and chemical products . The dry bulk cargo terminal of the Port of Santos is 1,809 meters long and equipped with professional loading and unloading equipment (such as 50-ton floating cranes). It handles more than 70 million tons of bulk cargo such as grains and minerals annually. In 2024, due to the drought in the Amazon, a large amount of coffee and sugar will be transferred to the Port of Santos for export .

China-Brazil pragmatic cooperation has a solid foundation. The two sides are highly complementary in industrial structure, which has led to record highs in bilateral trade volume. In 2003, the bilateral trade volume was only US$7.98 billion, but it has increased to US$181.5 billion in 2023. China has been Brazil's largest trading partner for 15 consecutive years and has become Brazil's first export market with a value of over US$100 billion. Mutual dependence and mutual assistance have become the underlying color of China-Brazil economic and trade cooperation.
In terms of policy, the Brazilian Immigration Bureau recently announced an adjustment to its interpretation of the Brazil-China Maritime Transport Agreement, further expanding the scope of visa exemptions for Chinese seafarer passport holders. The document specifically states that the Brazilian government has instructed immigration control departments to no longer issue fines to Chinese seafarers on non-Chinese flagged ships. In addition, the document also states that administrative appeals can still be made in previous cases within the prescribed period. Due to the Brazilian government's new interpretation of the agreement, the Federal Police will review the fines that have been issued, and overdue fines that meet the conditions can be revoked. On the other hand, shipowners can file administrative lawsuits against cases where ships under the flags of Hong Kong, Macao and Taiwan have been fined, demanding the refund of fines.
The China-Brazil “Belt and Road” cooperation has brought linkage opportunities to the Port of Santos. Huawei 5G covers the Port of Santos, and the E-PORTS platform realizes real-time monitoring of “ship-port-cargo”.

On May 9, 2025, the Union of Auditors of the Federal Taxation Service of Santos issued a statement to its clients, informing them that the category had decided to paralyze all activities of the customs of the Port of Santos from May 12 to May 16. Due to this measure, the following services will be suspended during this period: customs clearance and shipment of goods, customer service, and rectification analysis of electronic bills of lading (EC) and IDFA (missing or added identification). Only the 30% of staff required by law can release perishable, live, dangerous goods, medicines and food for onboard consumption, and comply with court decisions. In addition to this small national strike, since November 26, 2024, the customs auditors of the Brazilian Federal Taxation Service have launched a national strike, demanding higher wages and better working conditions. The strike involves 98 customs stations, with the participation of more than 23,000 employees, affecting major ports such as the Ports of Santos, Rio and Itajai .
During the strike, some import and export clearances, cargo dispatch, customer service, tax audits, and IDFA-related processing may be affected.

Strict health inspection
Brazil's health inspection is relatively strict, special attention should be paid to the following matters :

3.厨房工作人员必须戴手套和发网(或厨师帽),指甲要剪短并修剪整齐。检查时,确保水槽里没有待洗的盘子。近期,卫生官员通知船上应配备有切割肉时所佩戴的防护特殊手套(带金属网防割手),该手套最好在国内购买较便宜,巴西买的话需要几百美刀;
4.厨房、病房和公共厕所必须有脚踏翻盖式垃圾桶,需配置盛放肥皂、液体洗手液的便携或壁挂式塑料盒以及纸巾(不是指毛巾)。
5.空调间必须基本空无一物,没有任何能导致灰尘积累的物品,如清洁材料、椅子、设备等。
6.距巴西海岸12英里外污水池开始要密封,并在整个停靠港口或锚地期间保持密封,以避免巨额罚款。污水池必须处于良好状态,按说明书运行,没有穿孔(特别是顶部)。用手电筒检查并对齐内部金属片(通常内部金属片会生锈或因容器随船抖动掉到池子底部)。如使用污水池氯片剂,片剂的直径必须与管道的直径协调(如管道大,片剂不能过小;如管道小,片剂不能破碎/压碎,要保持整片),药片大小要适宜。

Impact of disasters
In June 2024, Tiplam Terminal, which is mainly responsible for the loading and unloading of agricultural products and mineral products including soybeans, corn, sugar, etc., issued a statement saying that a fire broke out on the evening of June 20 (Thursday) local time. The fire burned a conveyor belt and the power system, resulting in the suspension of sugar shipments at Terminals 2 and 3. The fire was under control on the morning of June 21 (Friday).
