At around 6:00 a.m. local time on June 28, a helicopter operated by Saudi Aramco crashed near Ras Tanura on Saudi Arabia’s eastern coast, killing all 14 Saudi nationals on board.

Saudi Arabia’s Ministry of Energy confirmed the accident, adding that the cause remains under investigation.

Although the incident did not disrupt crude loading operations, its location has drawn immediate attention across the global energy and shipping industries.

Situated on Saudi Arabia’s eastern coastline along the Persian Gulf, Ras Tanura serves as Saudi Aramco’s primary crude export terminal and ranks among the largest oil loading facilities in the world.

Its proximity to the Strait of Hormuz gives Saudi crude direct access to the Indian Ocean and major Asian markets, making the terminal a cornerstone of global energy supply chains.

According to Reuters, before regional tensions escalated earlier this year, Ras Tanura exported more than 5 million barrels of crude oil per day. The complex also includes refining capacity of approximately 550,000 barrels per day, allowing it to integrate production, refining and export operations within a single logistics hub.

For decades, the terminal may handle the bulk of Saudi crude exports, with cargoes destined for four primary markets:

  • East Asia, including China, Japan and South Korea;
  • South Asia, led by India;
  • Europe, via the Strait of Hormuz, Arabian Sea and the Suez Canal;

Any operational change at this terminal therefore extends well beyond Saudi Arabia, with potential implications for tanker deployment, voyage planning and global crude supply chains.

Notably, Ras Tanura’s port area consists of multiple facilities rather than a single dock: the Ras Tanura Offshore Terminal, Juaymah Offshore Terminal and supporting refinery infrastructure. Ju’aymah features multiple deepwater Single Point Mooring (SPM) systems that can load several VLCCs in parallel. It stands as one of the worlds largest deepwater crude loading complexes and a critical gateway for Saudi crude shipments bound for Asia.

Why Saudi Arabia Moved Quickly to Restart Ras Tanura

为什么沙特宁愿绕远,也要恢复拉斯坦努拉?

 

Two days before the helicopter accident, Saudi Aramco had just restarted crude loading operations at Ras Tanura.

就在事故发生前两天,沙特阿美刚刚恢复拉斯坦努拉港的原油装船业务。

 

Citing vessel tracking data, Reuters reported that crude loading at Ras Tanura was suspended for nearly four months amid escalating regional conflicts and worsening security conditions in the Strait of Hormuz. During the halt, Saudi Arabia diverted most crude exports to Yanbu Port on the Red Sea coast and deployed the East-West Pipeline to mitigate transit risks in the Hormuz waterway.

If Yanbu Worked, Why Return to Ras Tanura?

既然此前沙特已经把出口转移到红海的延布港(Yanbu),为什么还要急于恢复拉斯坦努拉?

 

At first glance, Yanbu appeared to be an effective alternative.

The Red Sea export route enabled Saudi Arabia to maintain overseas deliveries while reducing reliance on the Strait of Hormuz during a period of elevated geopolitical risk.

However, maintaining exports is not the same as maximizing efficiency.

The return to Ras Tanura reflects a strategic shift from crisis management back to cost optimization.

今年3月至6月,受霍尔木兹海峡局势影响,沙特大量原油不得不通过东西原油管道(East-West Pipeline)输送至红海沿岸的延布港,再装船出口欧洲或亚洲。虽然这一方案保证了出口不断,但它始终只是应急措施

 

Although the East-West Pipeline provides Saudi Arabia with valuable export flexibility, it was never designed to replace the country's primary Gulf export system.

Pipeline capacity remains finite, while Ras Tanura continues to offer substantially higher loading capability for large-scale crude exports.

For Asia-bound cargoes, geography is equally important.

Although Yanbu provides direct access to the Red Sea, vessels sailing to China, Japan, South Korea and other Asian destinations must navigate through the Bab el-Mandeb Strait before entering the Indian Ocean. Depending on market conditions, voyages may also involve longer sailing distances compared with departures from the Arabian Gulf.

By contrast, Ras Tanura provides the shortest and most efficient route for Saudi crude destined for Asia.

Longer voyages increase fuel consumption, extend vessel utilization time and reduce fleet availability. These factors ultimately translate into higher freight costs for cargo owners and lower asset efficiency for shipowners.

Restoring operations at Ras Tanura therefore offers benefits that extend well beyond Saudi Arabia's oil exports.

It also improves tanker turnaround times, supports fleet utilization and helps stabilize crude supply chains serving Asia.

A Multi-Port Export Network Is Taking Shape Across the Middle East

In recent years, shifting regional geopolitics, adjusted export routes and upgraded port infrastructure may prompt major oil-producing nations across the Middle East to assign clearer functional positioning to individual terminals.

Ras Tanura: The Primary Gateway for Asian Crude Exports

Despite recent disruptions, Ras Tanura remains Saudi Arabia's most important crude export terminal.

Its greatest advantage lies in geography.

Located on the Arabian Gulf, the terminal provides the shortest sailing distance to Asia through the Strait of Hormuz, making it the preferred loading port for cargoes bound for China, Japan, South Korea and India.

For Very Large Crude Carriers (VLCCs), shorter voyages translate directly into lower transportation costs, faster fleet turnaround and improved vessel utilization.

Unlike Ras Tanura, its value is not defined by transport efficiency but by strategic flexibility.

Connected to eastern oil fields via the East-West Pipeline, Yanbu allows Saudi Arabia to continue exporting crude even if traffic through the Strait of Hormuz becomes restricted.

Although voyages from Yanbu to Asia are generally longer and more expensive, the port provides critical redundancy during periods of regional instability.

Its location outside the Strait of Hormuz has significantly enhanced its strategic value over recent years.

As shipowners seek greater operational flexibility, Fujairah continues to attract tanker traffic for bunkering, cargo consolidation and voyage planning.

As Iraq expands production capacity, the port has become the country’s primary export outlet and an essential loading base for VLCCs and Suezmax tankers.

Although Basra primarily serves Iraqi crude exports, its influence on tanker deployment across Asia is expected to grow steadily in the coming years.

伊拉克的巴士拉(Basra)则承担着伊拉克绝大部分南部原油出口任务。近年来,随着伊拉克持续扩大原油产能,巴士拉在亚洲市场的供应份额不断提升,也成为VLCC和苏伊士型油轮的重要装货港。虽然其主要服务于伊拉克出口,但在全球油轮运力配置中,其影响力正不断增强。
