While the port has not been fully shut down, land transport and local airports have sustained impacts. Vessels scheduled to call at the Port of Buenaventura are advised to prepare contingency plans for crew changes in advance.

Following a 7.4-magnitude earthquake that struck Colombia on 10 August local time, local port facilities, airports and road infrastructure have activated emergency-response protocols and launched safety inspections.

Up to now, no official announcements have indicated a large-scale port shutdown across Colombia’s major ports. Terminals at the Port of Buenaventura-a key hub on Colombia’s Pacific coast-are currently carrying out safety checks on infrastructure, operating equipment and personnel. No public reports confirm widespread structural damage or prolonged terminal closures.

Nevertheless, compared with port terminals, disruptions to land and air transport deserve close attention from shipowners.

The Cali-Loboguerrero-Buenaventura highway linking Buenaventura with Colombia’s inland hinterland has been affected by landslides and rockfalls, with partial sections closed to traffic. Several airports in western Colombia have also undergone temporary closures, flight cancellations and schedule adjustments in the aftermath of the quake.

For vessels planning to call at Buenaventura in the near term, critical questions extend beyond whether the port remains open. Key concerns include whether vessels can berth normally, whether cargo can move in and out smoothly, and whether crew changes can be completed as scheduled.

港口未全面停摆,但陆路、机场受影响;近期挂靠Buenaventura的船舶,船员换班需要提前准备替代方案。

当地时间8月10日,哥伦比亚发生7.4级地震。地震发生后,相关港口、机场及道路基础设施陆续启动应急响应和安全检查。

截至目前,哥伦比亚主要港口尚未出现大范围停港的公开信息。其中,太平洋沿岸核心港口布埃纳文图拉港(Port of Buenaventura)相关码头目前主要进行基础设施、设备及人员安全检查,尚未出现大范围结构性损毁或长期停港的公开信息。

但与港口码头相比,陆路和航空运输受到的影响更值得船东关注。

连接Buenaventura港与哥伦比亚内陆腹地的Cali-Loboguerrero-Buenaventura公路受到山体滑坡、落石等影响,部分路段通行受阻;西部部分机场也受到地震影响,出现临时停航、航班取消或调整。

因此,对于近期挂靠Buenaventura的船舶而言,当前真正需要关注的并不只是“港口有没有关闭”,而是:船能不能正常靠、货能不能正常进出、船员能不能按计划到港换班。

 

Buenaventura Port: No Full Shutdown, Safety Inspections Underway

As a core port along Colombia’s Pacific coast, the Port of Buenaventura serves as a vital logistics node connecting Pacific shipping routes to Colombia’s inland market.

Immediately after the earthquake, terminal operators activated emergency-response procedures to inspect port-side infrastructure, handling equipment and staff safety. Based on publicly available information, there is no confirmation of large-scale structural damage or long-term shutdowns at major Buenaventura terminals. Therefore, characterising this incident as a full-blown port shutdown would be premature.

Shipowners should bear in mind that operational terminal capacity does not equal full recovery of end-to-port logistics. Berthing represents only one segment of port operations. Cargo inbound and outbound flows, truck dispatching, personnel mobility and crew changes all rely on transport links outside port premises-and these external connections have borne the brunt of the earthquake’s impact.

 

Buenaventura港:目前没有全面停港,但仍处于安全检查阶段

Buenaventura港是哥伦比亚太平洋沿岸重要港口,也是连接太平洋航线与哥伦比亚内陆腹地的重要物流节点。

地震发生后,相关码头运营方启动应急响应程序,对港区基础设施、装卸设备及人员安全情况进行检查。

Key Risk: Disruptions to the Cali-Buenaventura Overland Corridor

One of the key transport links between Buenaventura and Colombia’s inland markets is the Cali-Loboguerrero-Buenaventura corridor. Sections of this route have suffered landslides and rockfalls following the earthquake, resulting in partial or full traffic interruptions.

This highway handles massive volumes of cargo collection-and-distribution traffic between the port and inland areas. If road recovery lags behind terminal reopening, a mismatch may occur: terminals can operate, yet cargo cannot flow in or out of port.

  • For import cargo: road disruptions may delay container pick-up, hamper truck dispatching and hold up subsequent inland deliveries.
  • For export cargo: inland cargo may fail to arrive at terminals on time, jeopardising vessel-loading schedules.

Should road capacity remain constrained, shipowners need to watch for these potential knock-on effects:

  1. Reduced efficiency for truck access to and exit from the port
  2. Delays in container pick-up and gate-in movements
  3. Deteriorated yard turnaround performance
  4. Longer cargo dwell time within port premises
  5. Degraded overall vessel-handling efficiency post-berthing

Port terminal recovery and full logistics-chain recovery are two distinct conditions. Vessels calling at Buenaventura are advised to verify not only terminal operational status but also real-world accessibility of surrounding road networks.

 

真正需要关注的是:Cali-Buenaventura陆路通道

Buenaventura港与哥伦比亚内陆腹地之间的重要连接通道之一,是:

  3. 堆场周转效率下降;
  4. 货物在港滞留时间增加;
  5. 船舶靠泊后的整体作业效率受到影响。

所以,“港口恢复”与“港口物流恢复”并不是一回事。

近期挂靠Buenaventura的船舶,除了确认码头作业状态,也应同步确认港口外围道路的实际通行情况。

 

Airport Disruptions Could Pose a Greater Challenge to Crew Changes Than to Vessel Calls

For ocean-going vessels, quake-related air-transport disruptions create an often-overlooked risk: complications for crew changes.

Several airports across western Colombia conducted post-quake safety checks, triggering temporary closures, flight cancellations and rescheduling.

Bogotá’s El Dorado International Airport remains operational; nonetheless, multiple domestic flights serving western Colombia have been impacted.

This creates a potential failure chain for crew members scheduled for rotation at Buenaventura:

Valid international flight

 → cancelled domestic Colombian connecting flight

 → inability to reach western Colombia

 → blocked overland transfers

 → missed crew-change window.

It should be noted that Buenaventura itself is not a major international air gateway. The typical travel sequence for rotating crew is as follows:

International flight

 → Colombian air hub

 → regional flight / overland transfer

 → Buenaventura

 → Onboard vessel.

Disruption at any link in this sequence can derail crew embarkation. If airport restoration is delayed while the Cali-Buenaventura highway remains restricted, the risks of relief crew failing to arrive and outgoing crew being unable to sign off will rise markedly.

 

机场受影响,船员换班可能比靠港更麻烦

对于远洋船舶来说,地震造成的航空运输变化,还有一个容易被忽略的影响:

船员换班。

地震发生后,哥伦比亚西部部分机场实施安全检查,并出现临时停航、航班取消或调整。

首都波哥大埃尔多拉多国际机场(El Dorado International Airport)仍维持运营,但前往哥伦比亚西部地区的部分航班受到影响。

这意味着,原本计划前往Buenaventura换员的船员,可能面临:

国际航班正常 → 哥伦比亚国内航段取消 → 无法抵达西部 → 陆路转运受阻 → 错过船员换班窗口

尤其需要注意的是,Buenaventura本身并非哥伦比亚主要国际航空门户。

船员前往当地港口,通常需要完成:

国际航班 → 哥伦比亚航空枢纽 → 区域航班/陆路 → Buenaventura → 船舶

其中任何一个环节出现中断,都可能影响最终登船。

因此,如果机场恢复时间延后,同时Cali-Buenaventura道路通行仍然受限,接班船员无法按计划抵港、原船员无法按时离船的风险都会增加。

 

Contingent Crew-Change Routes When Regional Air Services Are Disrupted

Vessels planning crew rotation in Buenaventura should prepare fallback arrangements in advance. Since multiple western-Colombia airports have sustained impacts, simply re-routing tickets to Cali cannot guarantee a workable solution. The recommended approach is to pre-identify alternative air entry points and backup crew-change ports.

Option 1: Bogotá Airport plus overland transit

Travel flow: International flight → Bogotá (BOG) → domestic overland transport → Port of Buenaventura.

El Dorado International Airport in Bogotá, Colombia’s primary international aviation hub, stays open for operations. If western regional airports remain unreliable, crew may route via Bogotá, subject to real-time recovery status of the Cali-Buenaventura highway.

Important caveat: An operational BOG airport does not automatically guarantee access to Buenaventura. Severe constraints along the final highway segment will still create bottlenecks.

Best-fit scenario for this option: Air-hub services resume, western regional airports remain uncertain, and the overland corridor allows for basic through-traffic.

Option 2: Panama City plus Port of Balboa

If restoration timelines for western-Colombia airports and highways remain unclear, evaluate this secondary fallback:

International flight → Panama City (PTY) → Port of Balboa → Vessel crew change.

Panama City serves as a key Latin-American air-and-shipping transfer hub, and the Port of Balboa supports crew-change operations with established airport-to-port transfer workflows. This alternative suits vessels transiting or scheduled to pass through Panama.

This option is not a plug-and-play solution. Shipowners must pre-verify crew-nationality-specific visa and transit requirements, vessel call arrangements, and local agent operational capacity. PTY-Balboa is best treated as a secondary contingency rather than a universal fix for all vessels.

Option 3: Crew change at Port of Cartagena

For vessels whose forthcoming itineraries cover Colombia’s Caribbean coast, consider:

International flight → Cartagena (CTG) → crew change at Port of Cartagena.

No major earthquake-inflicted operational damage has been publicly reported for Cartagena. It features mature airport-port intermodal links. This alternative is particularly applicable where:

  1. The vessel will sail through the Caribbean on its upcoming voyage;
  2. Crew-change scheduling at Buenaventura cannot be guaranteed;
  3. The shipowner accepts switching the crew-change port.

Diverting solely for crew rotation, without an already-planned Caribbean port call, would require careful assessment of extra sailing distance, time costs, port dues and crew-travel expenditure. Cartagena cannot be regarded as a direct one-to-one substitute for Buenaventura; decisions should align with each vessel’s confirmed voyage plan.

 

如果机场不能飞,船员换班怎么走?

这是近期计划在Buenaventura换员的船舶最需要提前准备的一项。

需要特别注意的是,此次地震影响了哥伦比亚西部多个机场,因此不能简单认为“把机票改到Cali就可以解决”。更稳妥的思路是:提前准备替代航空节点、替代换员港口。

方案一:Bogotá机场 + 陆路转运

国际航班 → Bogotá(BOG)→ 国内交通 → Buenaventura

Bogotá的埃尔多拉多国际机场是哥伦比亚最主要的国际航空枢纽,目前仍维持运营。如果西部区域机场持续受到影响,可以考虑将国际航班调整至Bogotá,再根据Cali-Buenaventura道路的实际恢复情况安排后续交通。

但需要注意:

BOG机场正常,并不代表Buenaventura就一定能够顺利抵达。

如果Cali-Buenaventura道路仍然严重受阻,最后一段陆路依然可能成为瓶颈。

因此,这一方案适用于:

航空节点恢复,但西部区域机场仍存在不确定性,同时陆路通道已经具备基本通行条件。

方案二:Panama City + Balboa港

如果哥伦比亚西部机场和陆路交通短期内都无法确定恢复时间,可以进一步评估:

国际航班 → Panama City(PTY)→ Balboa港 → 船舶换员

Panama City是拉美重要的航空及航运中转节点,Balboa港也具备船员换班及机场—港口转运条件。对于部分本身计划经过巴拿马、或后续航线可以衔接巴拿马的船舶,这可以作为区域性备用换员方案

但这一方案不能简单理解为“飞到巴拿马就可以直接换员”。船员国籍、入境及过境要求、船舶靠港安排、签证及当地代理操作条件,都需要提前确认。

因此:PTY + Balboa更适合作为提前准备的第二级备用方案,而不是所有船舶都可以直接套用。

方案三:调整至Cartagena换员

如果船舶后续航线本身会经过哥伦比亚加勒比海岸,可以考虑:

国际航班 → Cartagena(CTG)→ Cartagena港换员

目前Cartagena未发现此次地震造成严重港口运营影响的公开信息,同时当地具备较成熟的机场—港口衔接条件。

这种方案尤其适合:

  1. 船舶后续本身就会经过加勒比海;
  2. Buenaventura换员时间无法保障;
  3. 船东可以接受调整换员港口。

但如果船舶原本完全不经过加勒比海,仅为了换员而改变航线,则需要重新计算额外航程时间成本港口费用船员行程成本

因此,不建议简单将Cartagena理解为Buenaventura的“平替港口”,而应结合船舶后续航次综合判断。

Guidance on Selecting Contingent Crew-Change Options

Rather than locking in a single fixed backup route, shipowners are advised to prepare at least one alternative air entry point and one alternate crew-change port. Under emergency conditions, crew-change failures rarely stem from total flight cancellations. More commonly, mismatches occur among international flights, domestic connections, overland transfers and port-side crew-change windows.

三种替代方案怎么选?

对船东而言,最重要的不是提前确定一条“唯一备用路线”,而是至少准备一条备用航空节点和一条备用换员港口。因为突发事件下,船员换班最容易出现的问题,并不是完全没有航班,而是国际航班、国内航班、陆路转运和港口换员窗口无法同时衔接。

 

Status of Other Major Colombian Ports

Publicly available sources show no system-wide port shutdown triggered by this earthquake. Caribbean-coast ports including Cartagena, Barranquilla and Santa Marta have not reported major infrastructure damage or full-scale suspension stemming from the seismic event.

Shipowners trading with Colombia are therefore not advised to cancel or broadly revise port-call schedules merely due to this earthquake. Instead, assessments should be dynamic, based on individual port conditions, vessel ETA, terminal operational status, land-transport updates and crew-rotation arrangements.

 

哥伦比亚其他主要港口目前怎么样?

从目前公开信息来看,此次地震并未造成哥伦比亚主要港口系统性停摆。

加勒比海沿岸的Cartagena、Barranquilla、Santa Marta目前暂未发现此次地震造成严重港口基础设施损坏或全面停运的公开信息。

因此,对于跑哥伦比亚航线的船东而言,目前没有必要因为一次地震就简单取消或大范围调整哥伦比亚港口挂靠计划。

更合理的方式是:根据具体港口、船舶ETA 、港口作业状态、陆路情况、船员安排进行动态判断。

 

Three Key Signals for Shipowners to Monitor Closely

Port-side conditions: status of terminal operations

Track the following items continuously:

  1. Completion status of port-site safety inspections
  2. Functional status of cargo-handling equipment
  3. Resumption status for vessel berthing
  4. Presence of any ad-hoc operational restrictions

Land transport: recovery progress of the Cali-Buenaventura corridor

Focus on progression: partial reopening → full reopening → passage available for heavy-duty trucks. A simple road opening announcement does not guarantee restored commercial transport capacity, which is critical for port logistics.

Personnel mobility: end-to-end connectivity across airport-overland-port links

For vessels planning crew changes at Buenaventura, confirm well in advance: flight operability, transfer feasibility, overland-route accessibility and port-side crew-change availability. Develop contingency measures if any link carries substantial uncertainty.

 

船东现在应该盯住这三个信号

港口:码头是否恢复正常作业

持续确认:

  1. 港区安全检查是否完成;
  2. 装卸设备是否正常;
  3. 船舶靠泊是否恢复;
  4. 是否存在临时作业限制。

陆路:Cali-Buenaventura是否恢复

重点关注道路是否:恢复通行 → 部分恢复 → 重卡正常通行,而不是只看“道路是否已经开放”。因为对于港口物流而言,道路恢复通行和恢复正常运输能力是两个概念。

人员:机场—陆路—港口是否全部打通

对于近期计划换员的船舶,至少提前确认:航班能否执行 → 中转是否正常 → 陆路是否畅通 → 港口是否可以正常换员。

如果其中任何一环仍存在较大不确定性,就应该提前准备备用方案。

 

An Open Port Does Not Equal Risk-Free Operations

Based on currently available public information, the earthquake’s impact on Colombian shipping is not defined by outright port closures. Risks originate mainly from ongoing terminal safety inspections, impaired land-transport networks and disrupted western-Colombia air services. Combined, these factors may hamper cargo collection-and-distribution as well as crew-rotation activities.

Vessels soon to call Buenaventura should avoid limiting enquiries to a simple question: “Is the port open?” Three practical questions need to be assessed:

  1. Can vessels berth as scheduled?
  2. Can cargo flow in and out without major disruption?
  3. Can crew members arrive for rotation according to plan?

If uncertainty persists for any of the three points above, contingency arrangements ought to be put in place proactively, rather than being addressed after crew members have boarded flights or vessels have arrived at port.

 

港口没关,不代表运营没有风险

综合目前公开信息来看,此次地震对哥伦比亚航运的影响,并不是简单的“港口关闭”。更值得关注的是:码头安全检查陆路交通受阻西部航空受影响

三个因素叠加后,可能进一步影响货物集疏运和船员换班。

因此,近期挂靠Buenaventura的船舶,不应该只问一句:“港口开不开?”

更应该确认:

  1. 港口能不能正常靠?
  2. 货能不能正常进出?
  3. 船员能不能按计划到港?

如果这三个问题中任何一个答案存在不确定性,就应该提前准备替代方案,而不是等到船员已经登机、船舶已经抵港后再处理。

The most complex challenges in port emergencies seldom stem from one isolated failure. More frequently, multiple links break simultaneously:

  1. Vessels can berth, yet access roads remain impassable;
  2. Flights resume, but crew cannot reach port in time;
  3. Crew arrive locally, yet port-side crew-change windows shift unexpectedly.

Under such scenarios, reassessments are required for planned vessel berthing, crew arrival timelines, and the interoperability of cargo flows and port services.
